Re: Rezoning of Parcels 180.69-2-21 and 180.69-2-22 from RR to PUD
To Saratoga Springs City Council:
I am opposed to the rezoning of parcels 180.69-2-21 and -22 from RR to PUD for the following
reasons:
1. Disrup�on of wildlife – future development would disrupt fox dens, deer, racoon, and
rabbit habitat, snapping turtle nes�ng area, amphibians, and birds.
2. Lakeside erosion: the land in ques�on is lower than surrounding, developed land,
func�oning as an important source to recharge the aquifer. Dry wells collec�ng runoff
on Waterview Drive have altered the natural flow of the aquifer. The slope to Saratoga
Lake is fragile and recent tree removal by the applicant has exacerbated this
vulnerability. Lot 180.4-2 currently experiencing collapse of a retaining wall due to
changes in aquifer flow.
3. Increase traffic on Crescent Avenue: Crescent Avenue has become much busier with the
development of the East Ridge and construc�on of the racino. Driveways entering
Crescent Ave risk collisions, especially during the summer months.

Re: 663 and 673 Crescent Avenue (the "Premises"

Dear Mr. Izzo and City Council Members:
My name is Lynette Burns President of Interlaken Homeowners Association, Inc. representing the 125
homeowners in our community.
Our Attorneys, Walsh Schwartz, represented Interlaken at the Public Hearing on January 19, 2026.
Our Attorneys made two requests to the City Council with regards to the application before them.
First, the proposed amendment should state that the Premises, and any future lots in the Applicant's
anticipated subdivision, shall not have the right to be incorporated into the HOA nor shall the
Applicants use or access the HOA property.
Second, the HOA does not consent to the Premises connecting to the HOA's land, including its private
roads, for ingress/egress, or for utility service.
The Interlaken Board of Directors believes that we would be remiss if we didn't address the negative
adverse impacts to the quality of life of the Interlaken community caused by the potential addition to
the Interlaken HOA.
Interlaken is a gem in the heart of Saratoga Springs, surrounded by scenic beauty, a lake, gardens,
trails, architectural history and common ground. It is a well sought after community. The addition of
four homes into the HOA with owners, family, and friends would adversely affect our infrastructure,
services, finances, health, safety, and welfare and quality of life for its residents.
Our club house, and pool area are at full capacity and would violate occupancy permits if additional
members were permitted to join the Association. The impact to our traffic patterns, noise, and parking
requirements are already taxed. Funds are unavailable to create a new parking lot, extension to the club
house or the pool area. Homeowners who have resided in Interlaken for many years would be denied
access to the club house or pool area caused by overcrowding.
The HOA is required to maintain the common grounds, walkways, driveways, trees, snow and leaf
removal, pavilion, tennis/pickleball court, pool and clubhouse, streets, stormwater system, all for an
assessment of dues paid each month to the Association by all members of the Interlaken HOA.
With the addition of four homes outside of our community and their respective family, friends, etc.,
the burden to perform these services for these homes as required, would cause severe impacts to our
financial health and well- being. It would be unsustainable.
The Interlaken Board of Directors requests that you take these adverse impacts into consideration
when weighing the amendment to the City Zoning Code. We believe that our request to the
amendment is reasonable when protecting the health, safety, and welfare of our community and the
quality of life shared by us all.
