4. DESIGN GUIDELINES:
The Design Review Commission will evaluate whether the proposed action (construction, alteration or
demolition) is compatible with existing structures and surrounding properties using the following criteria:
x Height – consistent with historic form and context of site and surrounding properties
x Scale – relationship of structure and its architectural elements to human size, form, perception
x Proportion – relationship among building elements including front façade, windows, and doors
x Rhythm – pattern resulting from repeating building elements such as door/window openings, columns,
arches, and other façade elements
x Directional Expression – compatibility with horizontal & vertical expression of surrounding structures
x Massing & Open Space – relationship of structure to open space between it and adjoining buildings
x Setback – compatibility with surrounding structures
x Compatibility of the following with surrounding structures/properties:
-Major building elements (storefronts, doors, windows, roof)
-Building materials
-Color – (in non-residential zoning districts only)
5. DECISIONS: The Design Review Commission may approve, approve with conditions, or disapprove an
application. The DRC may impose appropriate conditions and safeguards in connection with its approval
including nature/quality of materials, manner of construction, and design. An applicant may appeal a denied
DRC application on the grounds of hardship.
Application approvals shall expire within 18 months of UIF GJMJOH EBUF unless the project has sufficiently
commenced (i.e. building/demolition permits obtained and construction/alteration begun). Applicants may
request up to 2 extensions if requested before expiration date of prior approval.

1.0 Project Description
The proposed work at 189 South Broadway, known as the Springs Motel, consists of limited
exterior maintenance and architectural enhancements, along with interior finish upgrades to the
existing motel buildings. The project does not include any increase in building footprint, change
in use, modification to site circulation, or changes to the existing parking layout or parking count.
2.0 Exterior Scope of Work
Exterior improvements are limited in nature and are intended to enhance the architectural
character of the existing buildings while maintaining their current form and scale. Proposed work
includes the addition of three (3) decorative gables on the main motel building and one (1)
decorative gable on the secondary building. These gables are decorative architectural elements
only and do not create habitable space or increase the building footprint. Overall building height
remains unchanged, except for the addition of the gable features.
New siding will be installed only within the gable areas and will be compatible with the existing
siding in material, profile, and color, utilizing LP SmartSide or a similar product, as shown on the
architectural elevations. Existing exterior siding outside of the gable areas will be repainted and
sealed as part of routine exterior maintenance. Additional exterior improvements include
repainting existing doors, railings, and trim to provide a cohesive and refreshed appearance.
The project also includes sealing and restriping of the existing parking lot. No changes are
proposed to the existing parking layout, number of parking spaces, or site circulation.
Associated visual exterior enhancements include a small private patio area accessory to the
existing buildings, intended for passive guest use, as well as the enhancement of a civic/park
space located at the corner of Lincoln Avenue and Broadway. This corner area serves as a visual
focal point for the property and includes a focal display element, benches, and landscaping
designed to enhance the streetscape and pedestrian experience. These features are visual and
architectural in nature and do not alter site circulation, parking, or overall site function.
3.0 Interior Scope of Work
Interior renovations are limited to finish upgrades within the existing building layout. No interior
walls are being added or relocated. Interior improvements include upgraded interior trim,
replacement of tile flooring, installation of new tile shower walls and shower floors, installation
of new vanities, replacement of existing plumbing fixtures, and updates to electrical fixtures,
outlets, and switches.
