Existing Conditions Assessment - Follow up Site Visit
Dear Brett:
This letter is intended as a follow-up to my initial condition assessment from October 11, 2024, and to
document the findings of a subsequent site visit performed to further evaluate the structural condition of the
one-story “middle” addition located at the rear of the primary residence at 119 Woodlawn Avenue. This
additional review was requested to provide further technical clarification regarding the feasibility of preserving
or rehabilitating this portion of the structure.
Based on my observations during our December 23, 2025 follow-up visit, it is my professional opinion that
the middle addition is structurally unsound and not a viable candidate for repair or rehabilitation . The
deficiencies observed are fundamental in nature and extend beyond isolated deterioration.
Existing Structural Conditions:
The following conditions were observed and documented during the site visit:
• No observable foundation system exists beneath the middle addition. The wood-framed first floor is
constructed directly at grade, with framing members in prolonged contact with soil.
• There is extensive rot and deterioration present at a substantial majority of the timber sill and wall
studs at their interface with grade.
• The addition exhibits significant differential settlement, sloping approximately 8 - 12 inches over the
length of the structure. This is likely attributed to long-term deterioration and loss of bearing at the
sill and lower wall framing.
• The roof framing system consists of undersized rafters that do not meet current code-required gravity
loads, including snow loading per the current New York State Residential Building Code.
• The cumulative deterioration has compromised the global stability of the addition, including its
ability to safely resist vertical and lateral loads, both permanently and during construction.
Feasibility of Repair or Rehabilitation:
From a structural engineering and constructability standpoint, I do not believe that the middle addition can
be safely lifted, stabilized, or temporarily supported to allow for the installation of a new foundation system
beneath the existing framing. In my professional judgment, the structure would not survive jacking operations
due to the extent of rot, lack of load paths, and degree of settlement.

To attempt rehabilitation in place would require:
• Sistering or replacement of essentially every floor joist, wall stud, and rafter;
• Complete reconstruction of the sill and lower wall framing;
• Installation of an entirely new foundation system; and
• Extensive temporary shoring and bracing measures that themselves introduce significant risk.
This work would necessitate the removal of existing roofing and siding due to the extensive bracing and
shoring required for the foundation work. At that point, the original framing system would be rendered
functionally obsolete, and the work, in my opinion, would no longer represent a meaningful historical
preservation. Such an approach would introduce substantial safety risks during construction and would not
be consistent with sound engineering practice.
Recommendation:
Based on the above, it is my professional opinion that the only safe, and technically appropriate, course of
action is the removal and replacement of the middle addition, reconstructed to match the existing volume
and footprint. This approach allows:
• Elimination of unsafe and deteriorated structural elements;
• Installation of a proper foundation system;
• Construction of framing compliant with current structural and life-safety requirements; and
• A rebuilt addition that can be detailed architecturally to match the scale, massing, and appearance
of the existing structure.
This recommendation is based on structural necessity, constructability considerations, and is driven by the
inability of the existing structure to safely remain or be rehabilitated in place.

ABOVE SHEATHING VENTILATION
Above Sheathing Ventilation, or ASV, is an air space between a roofing panel and the deck. For years, ATAS has
manufactured panels that can incorporate ASV technology in profiles such as Dutch Seam, Field-Lok, and Techo Tile.
The combination of product design and installation method creates a natural air space. ASV can be implemented in
retrofits when metal roofing is installed over the previous roof system. Additionally, new commercial and residential
roofing projects can include ASV by specifying an appropriate air gap.
ATAS offers a new, patented, ASV Spacer Shim. ASV creates energy savings by reducing air-conditioning costs in
the summer and adding insulation value during the winter as proven by testing performance sponsored by the Metal
Construction Association (MCA) at Oak Ridge National Laboratory. ASV also minimizes the effect of condensation
between the roof layers. ASV Spacer Shims are designed to be stackable, providing ventilation spaces in increments
of 3/8”, and can also be used in wall and roof panel applications.
