After researching the file history and zoning history for 127 Jefferson St., it is clear that the City

is aware of two dwelling units in the main house and one dwelling unit in the detached garage
structure. The property is currently assessed that way. The dwelling unit in the garage is
sometimes identified as 127 1/2 Jefferson.
While there have been various proposed projects that involve eliminating the garage and
eliminating the second dwelling unit in the main house for zoning compliance, I find nothing
conclusive that all three dwelling units on the property did not pre-date the 1961 Zoning
Ordinance. Without information to the contrary, I can't prove that there is any zoning violation.
To prove a zoning violation, we would need to show that either a dwelling unit has been added
since 1961, or that the use of 2 dwelling units in the main house and 1 dwelling unit in the
garage has been discontinued or abandoned for at least one year. Having a dwelling unit
vacant, but available, is not considered discontinued.
Please let me know if any of this is inconsistent with your findings from site inspection.
