RE: Advisory Opinion from the Planning Board to the City Council – 663-673 Crescent Ave. UDO
Amendments
Dear Mayor and Commissioners,
Pursuant to City Council action on April 1, 2025 requesting an advisory opinion from the Planning Board,
this Board reviewed the following proposed UDO amendments on May 22, 2025:
663 & 673 CRESCENT AVE. ZONING AMENDMENTS, 663 and 673 Crescent Ave., consideration of
advisory opinion to the City Council on a proposed zoning map and text amendment to change
the zoning of two parcels from Rural Residential (RR) to Interlaken PUD.
The Planning Board considered the proposed amendments at their May 22, 2025 meeting and issued a
favorable advisory opinion with the following recommendations:
1. Confirm the number of existing lots in the PUD and correct it in the PUD legislation.
Limit the number of additional lots beyond the number of existing lots to a maximum of
4.
2. Draw the zoning district boundary line of lot 180.69-2-21.11 (663 Crescent Ave.) to align
with the rear lot line of lot 180.69-2-22 (673 Crescent Ave.). The result of this would be
that only the front portion of the lot (where the existing house is located) is changed to
PUD and the rear of the lot remains RR. This would prevent further subdivision for new
residential lots to the rear of the lot, but would not prevent the abutting lots along
Waterview Dr. (lots 180.69-2-4, 5, 6, 7, 20.4) from expanding their lots to the rear.
3. Consider whether lots 20 and 21.11 should be included in the HOA.
The Board notes that a similar request was made in 2016 on an adjacent parcel (180.69-2-20) to the two
proposed here that resulted in the rezoning of the lot from RR to Interlaken PUD. In the advisory
opinion to the City Council at that time, the Board stated, “There is a general concern noted for the PUD
continuing to expand significantly outside its original boundaries and beyond this parcel”. This Board
reiterates that concern here.
