Consideration of changing the current Rural Residential zoning designation for 663 and 673 Crescent
Avenue to Interlaken PUD as adopted in 1996.

Decision: Approve with Comments
Comments: While there is not a significant County-wide or Intercommunity Impact, the Saratoga County
Planning Board had comments.
The Zone “BB” Section 1 indicates that “A subdivision of detached single family residences with attached
or detached garages with associated single bedroom units with frontage on a road dedicated to and
accepted by the City of Saratoga Springs.” The only City road in the vicinity is Waterview Drive, which
may provide a challenge for the applicant to connect to. The previously added parcel and subsequent
subdivision all had frontage on Waterview Drive, as required by the PUD legislation. Inlander Road is
part of a network of streets within the Interlaken community and maintained by the HOA, which would
be a different zone. The SCPB expressed concern about not having the frontage required to a City
dedicated road.
The legislation presented had removed the sunset (deadline of construction) portion section. The SCPB
suggested to reinstate this portion with a reasonable deadline for construction, as required of the rest of
the PUD and Zone “BB”.
The Saratoga County Planning Board (SCPB) previously reviewed an amendment to the Interlaken
Planned Unit Development in the Zone BB for a 1.15 acre parcel on September 15, 2016. The SCPB
recommended approval and the City Council approved that amendment on November 15, 2016. That
amendment should be reflected in the current legislation.

There seems to be a few other items missing from the presented legislation. The current Zone BB
parcels are not listed in the presented version. The City of Saratoga Springs went through an extensive
process to update the Comprehensive Plan with approval in 2015. The 1970 Master Plan verbiage should
be updated to reflect the 2015 Comprehensive Plan. Other portions of the PUD appear to be missing,
which while administrative in nature, do reflect on future amendments within the PUD.
