Proposed Special Use: Multi-family Dwelling: Residential Only
Hello Susan:
As your office is aware, this office represents Matrix BDC JV, LLC, (the “Applicant”) with
respect to a Special Use Permit Application for Tax Parcels: 178.-2-17.11 and 178.-2-17.12
located on South Broadway in Saratoga Springs New York (the “Application”). The Applicant
appreciated the Board’s vote on the consent agenda on December 11, 2025 to take lead agency
status under SEQRA. To facilitate the Board’s SEQRA review, the Applicant submits the
following additional materials:
1) A Traffic Impact Assessment, conducted by GTS Consulting
2) Will-Serve Water Agreements Executed by City Department of Public Works for each of
the two proposed connections
3) A Socio-Economic Evaluation for the Project, conducted by Planning & Development
Advisors
4) A Summary Report from Columbia Heritage LLC, for Archeological Review of the
Property
5) Updated Renderings for All Buildings at the Project
6) Proposed Floor Plans for All Buildings at the Project
On behalf of the Applicant, I request the Application be placed on the January 22, 2026
agenda to provide the Board with a Project Overview, discuss the Special Use Permit
specifically, and continue the SEQRA process.
