The BDC Group 15 Herbert Drive, Suite 3 Latham, New York 12110 Re: Phase I Cultural Resources Survey South Broadway Mixed -Use Development Property City of Saratoga Springs, Saratoga County, New York Report CA866AB-1-12-25 Dear Mr. Marfione: This summary report will confirm that we have completed our Phase I cultural resources survey for the referenced property and briefly outline our findings and recommendations. The Phase IA Site Assessment Study indicated the parcel has a general potential for the presence of buried Native American cultural resources due to the proximity of eight documented archaeological sites from this period and a reputed site within the project limits. Based on historical texts and maps dealing with this part of the City of Saratoga Springs and vicinity, a 191 century domestic structure appears to have stood in the southwest corner of the project area. No buildings or structures currently listed on, nominated to or determined eligible for inclusion on the State or National Register of Historic Places have a view of the proposed development. Phase IA reconnaissance identified visible historical structural remains in the southwest portion of the project area. Subsequent archaeological investigation determined the likely northern, eastern and southern limits of the archaeological deposit so that the feasibility of avoiding development impact to buried or visible cultural remains could be assessed. Avoidance was only found to be feasible in the western part of this subarea. Systematic Phase IB archaeological sampling consisting of hand -dug shovel tests was carried out over the remainder of the affected area. No evidence of Native American presence was identified and no potential remains of additional European American era structures were encountered. No relative concentrations of buried European American items that might indicate the presence of a buried cultural feature such as a refuse deposit or a privy were identified. Phase I Cultural Resources Survey — South Broadway Mixed -Use Development 9 December 2025 Page 2 of 2 Based on these findings and following Office of Parks, Recreation and Historic Preservation (OPRHP) guidelines, additional archaeological investigation as part of a Phase II Site Evaluation Study is recommended to determine the extent and potential significance of the archaeological remains to be affected in the southwestern subarea of proposed development. This study will be carried out in consultation with OPRHP over the next few months to successfully mitigate all project impact to cultural resources. No further investigation is recommended for the remainder of the project area. A Phase I cultural resources survey report presenting our findings in detail is being submitted to the NYS Office of Parks, Recreation and Historic Preservation (OPRHP) for review and agency comments are expected shortly.
