In consideration of the Request for an Advisory Opinion by the Planning Board

Concerning a mixed-use project consisting of a hotel and a total of 400 dwelling units in the Neighborhood Commercial
(T-5) District, tax parcel #165.-2-70, 18, 19, within the City of Saratoga Springs.
Following discussion on this matter on December 10, 2025, the Design Review Board offers the following with respect
to the Planning Board’s request for input with particular attention to mass, scale, height, compatibility with neighboring
properties and the character of the neighborhood :
✓ Unfavorable Opinion
Considerations:
The proposed multi-unit buildings demonstrate excessive mass and scale and should be reduced. Additionally, the
Board has concerns regarding the fenestrations, entrances and street engagement.
The Board finds the mass and scale of the row houses and hotel to be appropriate and compatible with the district.
