HomeMy WebLinkAbout20251108 Crescent Ave & Jefferson St Site Plan Modification Domestic Water Demands December 4, 2025 James Salaway, City Engineer City of Saratoga Springs 474 Broadway Saratoga Springs, NY 12866 RE: Liberty at Saratoga – Domestic Water Demand City of Saratoga Springs, Saratoga County, New York LaBella Project #2224112 Dear Mr. Salaway, We are pleased to present you with the domestic water letter evaluation in support of the proposed development of the Liberty at Saratoga affordable work force housing project, along Crescent Avenue, in the City of Saratoga Springs, Saratoga County, New York. Liberty Affordable Housing, Inc. (the “Developer”) is proposing to construct two (2) affordable workforce housing buildings, comprised of 216 units, on an existing vacant parcel of land across Bunny Lake Drive from the Saratoga Casino Hotel. A summary of the anticipated increase in water demand from the project is presented below. Water Conveyance System: All domestic water for the proposed development will come from a new tapped connection made to the existing 10-inch water main within Crescent Avenue, west of the Crescent Avenue/Bunny Lake Drive intersection. The anticipated average daily water demand can be calculated by correlating water supply to wastewater generation using Table B.3 of the NYSDEC Design Standards for Intermediate- Sized Wastewater Treatment Systems, March 2014. As mandated by Section 15-0314 of the Environmental Conservation Law, plumbing facilities in new and renovated buildings must use water- saving fixtures and, therefore, the demand per Table B.3 is representative. The breakdown of bedrooms per unit, used in the average daily domestic water demand calculation, for the proposed development is summarized in Table 1 below. Applying a factor of two (2) to determine the maximum daily demand yields 65,560 GPD. Applying a factor of four (4) to determine the peak hourly domestic water demand yields 131,120 GPD or 91 GPM. In summary, it is anticipated that the proposed development of the Liberty at Saratoga affordable workforce housing project will not adversely affect the City of Saratoga Springs municipal water system. We are requesting that the City Engineer’s office verify that the municipal system can accommodate the increase in demand in the form of a will serve letter.
