HomeMy WebLinkAbout20251108 Crescent Ave & Jefferson St Site Plan Modification Sewer Loading Calculations December 4, 2025 James Salaway, City Engineer City of Saratoga Springs 474 Broadway Saratoga Springs, NY 12866 RE: Liberty at Saratoga – Sewer Loading Calculations City of Saratoga Springs, Saratoga County, New York LaBella Project #2224112 Dear Mr. Salaway, We are pleased to present you with the sanitary sewer loading letter evaluation in support of the proposed development of the Liberty at Saratoga affordable work force housing project, along Crescent Avenue, in the City of Saratoga Springs, Saratoga County, New York. Liberty Affordable Housing, Inc. (the “Developer”) is proposing to construct two (2) affordable workforce housing buildings, comprised of 216 units, on an existing vacant parcel of land across Bunny Lake Drive from the Saratoga Casino Hotel. A summary of the anticipated increase in sewer loading from the project is presented below. Municipal Sanitary Sewer System: All sanitary sewer discharge from the project site will be directed, via gravity, to an on-site pump station. The pump station will discharge, via force main, west toward Jefferson Street connecting to the City’s municipal sanitary sewer manhole between Crescent Avenue and Clubhouse Drive. It is our understanding based on conversations with the City Engineering Department and Saratoga County Sewer District 1 (SCSD), after connecting to the City’s system within Jefferson Street, the municipal sewer discharges through an 8” PVC pipe to an existing pump station at the intersection of Jefferson Street and Crescent Avenue, which is owned and operated by Saratoga County. The anticipated average daily sewer loading can be calculated by using Table B.3 of the NYSDEC Design Standards for Intermediate-Sized Wastewater Treatment Systems, March 2014. As mandated by Section 15-0314 of the Environmental Conservation Law, plumbing facilities in new and renovated buildings must use water-saving fixtures and, therefore, the demand per Table B.3 is representative. Applying a factor of two (2) to determine the maximum daily demand yields 65,560 GPD. Applying a factor of four (4) to determine the peak hourly sewer loading yields 131,120 GPD or 91 GPM. 3 We are currently in the process of working with Saratoga County Sewer District 1 and NYSDEC on the connection to the system and Crescent Avenue pump station. Once we have received sign off from both agencies, we will forward their approval to you for your records.
