Environmental Impact - The DEC's evaluation dated August 7, 2024, identifies two butterfly species of concern within half a mile of the project site: the Frosted Elfin (threatened) and the Karner Blue (endangered). Both species are legally protected, and any disruption to their habitat would be detrimental to ongoing conservation efforts. Approving this project would directly endanger their survival. Traffic Impact - The project site has only one means of egress, which will funnel traffic onto New Street. This road is already heavily congested due to high school traffic, the YMCA, and ESPY. Our neighborhood struggles with traffic and speeding issues, and this project would exacerbate those problems, creating unsafe conditions for residents, students, and visitors. Railroad Run - serves as a gateway to the state park and is a cherished resource for Saratoga residents and visitors. Thousands of people use this trail for recreation, exercise, and access to nature. The proposed project would negatively impact this treasured community asset, diminishing its value. Health and Safety of Potential Residents - The noise generated by trucks behind the plaza is disruptive and unhealthy. The noise study presented with this project does not accurately reflect the real conditions; a prior study conducted when this project was previously reviewed and denied showed significant noise issues. Additionally, the overhead powerlines from the substation pose health and safety concerns. The single means of egress for all residents further increases risk in event of an emergency I respectfully urge the Board to deny approval and protect endangered species, preserve community resources, ensure public safety, and maintain quality of life.
