Dear Mrs. Barden:
EP Land Services LLC has received City Department comments dated November 26, 2025, via email about the
proposed Staton Lane Subdivision projects and have following comment responses to those comments.
FD Dept:
Sheet C-18 & C-19 Do not call out any Fire Hydrant locations in the following areas:
- Garage side of the following areas: Lot #2, 3, 4, 11, 12, 13, and the Hotel main parking area.
- It is required to provide the appropriate fire hydrant in these area.
Response: C-18 and C-19 are phasing plans, please review C-12 for fire hydrant locations. Also see water and
sewer report dated 4-10-25, Exhibit 6 for fire hydrant spacing requirements per NYS building code. This figure
has been added to this comment response letter, and a total of 9 fire hydrants have been added to this
project and there is no location where the proposed building exterior exceeds 300 feet from a hydrant.
It is required to confirm the turning radius access for our fire apparatus in the following areas:
- Garage side of the following areas: Lot #2, 3, 4, 11, 12, 13, and the Hotel main parking area.
Response: See C-8 for fire truck turning movements demonstrating that a fire can do behind the rowhouses.
The turn movements have been added as an attachment to this comment response letter.
Traffic Garage:
Referencing plan sheet C-15 – Signage and Stripping Plan
The proposed on street parking stall widths do not comply with the MUTCD standard of 8’. Vehicles parking
in the 7’ parking stalls will be sticking out into the bike lane.
Response: Per UDO Code section 18.8 “Local Street” parking lane is 7 feet. Please review City Code
requirement. MUTCD 2023 11th edition section 3B.27 does not specify the minimum or maximum width of
parking stalls. Figure 3B-23 width of 8 feet is just a suggestion. The only required on width is ADA or Public
Rights-of-way Accessibility Guidelines (PROWAG). Per these documents 8 feet + 5 foot unloading zone for a
total of 13 feet is required. Per the proposed plans where ADA stalls are proposed there is 17.50 feet (7’
parking lane + 10.5’ sidewalk @2%).

PROWAG Requirement
R310.2.1, [On-Street Parking Spaces] Dimensions, states, “Parallel on-street parking spaces shall be 24 feet
(7.3 m) long minimum and 13 feet (4.0 m) wide minimum. Parallel on-street parking spaces shall not
encroach on the traveled way.”
EXCEPTIONS: 1. Where parallel on-street parking spaces are altered but the adjacent pedestrian circulation
path is not, any accessible parallel on-street parking spaces provided may have the same dimensions as the
adjacent parallel on-street parking spaces if they are provided nearest the crosswalk at the end of the block
face or nearest a midblock crosswalk, and a curb ramp or blended transition is provided serving the
crosswalk.
2. In alterations, where providing parallel on-street parking spaces with the dimensions specified in
R310.2.1 would result in an available right-of-way width less than or equal to 9 feet (2.7 m), measured from
the curb line to the right-of-way line, the accessible parallel on-street parking spaces may have the same
dimensions as the adjacent parallel on-street parking spaces if they are provided nearest the crosswalk at
the end of the block face or nearest a midblock crosswalk, and a curb ramp or blended transition is
provided serving the crosswalk.”
The average car’s width is only 5.8 feet. Even larger vehicles like Ford Excursion (6.6’) suburban (6.3’), Chevy
Silverado pickup (6.75’) and F-150 (6.75’) are all less than 7 feet in width.
The City does not maintain pavement markings for on-street parking stalls.
Response: Understood and note about maintaining street parking stripping has been added to C-15. As
Railroad Ave is a private road the only on-street parking strips that will be required by the owners will be on
Station Park Ave public road.
The proposed “loading zone” is shown with angled pavement markings – The load zone shall just be a
painted box and the “Load Zone” sign shall be at 45 degree angle to roadway.
Response: The Loading Zone lettering and diagonal strip on the pavement is noted on C-15 and sign is also
noted for this area. See below
The raised median islands along “Station Park Ave” are not signed in accordance with MUTCD section
2B.39. Appropriate signage should be added to enhance visibility and compliance.
Response: MUTCHD section 2B.39 under the 2023 11th edition refers “Keep Right and Left” signs. Sign R4-7
have been added to median. See revised C-15.

On Station Park Ave near the intersection with Washington Street shall be posted with an “Area Speed Limit
25” sign.
Response: See revised C-15.
The proposed 4 uncontrolled and 4 controlled crosswalk locations along Station Park Avenue do not comply
with the City Standards in the Pedestrian Crossing Toolbox. The quantity and need of all these crossings
should be reviewed, as their installation will increase the maintenance burden on the City.
Response: Per City of Saratoga Springs Pedestrian Crossing Toolbox adopted by City on 7/19/2018 the 4
proposed mid-block uncontrolled crosswalks would be “Level 1”. Per page 7 of Pedestrian Crossing Toolbox.
Signs (R1-6 and R1-6B) “shall not be used where travel lane is less than 12 feet” and the travel lane is only 10
feet.
Please note the City’s Pedestrian Crossing Toolbox is based upon 2009 MUTCD, while 2023 11th edition is
currently applicable. Per MUTCD 2023 11th edition Section 2B.20 In-Street and Overhead Pedestrian and Trail
Crossing Signs (R1-6 and R1-9 Series) states:
Option: 01 The In-Street Pedestrian Crossing (R1-6 or R1-6a) sign (see Figure 2B-2), In-Street Trail Crossing
(R1-6d or R1-6e) sign (see Figure 2B-2), the Overhead Pedestrian Crossing (R1-9 or R1-9a) sign (see Figure 2B-
2), or the Overhead Trail Crossing (R1-9d or R1-9e) sign (see Figure 2B-2) may be used to remind road users
of laws regarding right-of-way at an unsignalized crosswalk. The legend STATE LAW may be displayed at the
top of the R1-6 series and R1-9 series signs if applicable. On the R1-6 series signs, the legends STOP or YIELD
may be used instead of the appropriate STOP sign or YIELD sign symbol.
Based upon 2023 MUTCD and City of Saratoga Springs Pedestrian Crossing Toolbox Signs (R1-6 and R1-6b)
are not being proposed for the 4 uncontrolled crosswalks.
Some of the 4 uncontrolled crosswalks can omitted, but would suggest keeping two of them (where Station
Park Ave makes “tee intersection” with Railroad Ave).
Most of the crossings are missing overhead or pedestrian height lighting.
Response: See C-14 for City of Saratoga Springs Pedestrian lighting requirements along road (City standard
LT-01 Decorative Street Light) Sternberg light place at 150’ along road per UDO code.
Uncontrolled crosswalk locations shall be a “LS” high visibility crosswalk.
Response: See revised C-15.
Uncontrolled crosswalk locations shall be signed with MUTCD complaint pedestrian warning signage.
Response: See revised C-15 with W11-2 and W16-7P.
Decrease the “Stop Bar” width from 18” to 12”.
Response: See revised C-15.
The two parking lots on the east side of the project site have “Stop” signs placed beyond the sidewalk. They
should be relocated to be behind the sidewalk.
Response: See revised C-15.
A maintenance jurisdiction table should be added to the plan sheet to clearly identify responsibilities for
maintenance activities.
Response: List of maintenance has been added to end of letter which also has been added to C-2.

Police Dept:
1. What safety plans are in place for this complex? locked, fob/keycode access to building only? If so, how
will police gain entry during an emergency? Security cameras? Locked Mailboxes/Mailrooms?
Response: A Keycode or Fob will be utilized for security of the two multi-family buildings. A Knox Box will be
placed on the exterior of building will allow emergency services to enter the building. Security cameras for
multifamily buildings have not been determined yet for the two multi-family buildings but are typically not
installed for market rate apartment buildings. The rowhouses are privately maintained so entry to these
units will be the same as a single-family house. The hotel will have some at front desk for 24- hour access.
2. Will there be a local property manager, emergency contact, or other representative who will be available
to be contacted by the police department for issues?
Response: Yes, Prime Companies will have a local property manager and emergency contact person
available for emergency services to contact. Just like Perennial, Residence at Spring Valley, and Hamlet at
Saratoga Springs within the City limits.
3. With the addition of these units, what is the expected population of the city once occupied? We have
seen the growth of Promenade, Intrada, & the Reserve Apartments which have generated 846 additional
calls/year.
Response: The population is estimated at around 500-600 people once 100% completed within the
apartments, rowhouses, hotel. The rate of emergency service calls varies based on income and healthcare
of tenants. There is no statistical data available based upon housing type and number of 911 calls. Per
similar project Prime Companies has in Cohoes (Hudson Square with 161 units) there are less than ten 911
calls over a month. The 911 calls vary from non-emergency (false alarms) to health emergencies. The Police
Department should expect the same rate of calls from other Prime Companies properties in Saratoga, and
this would be a good estimate of 911 call rate volume as the police department currently experiences at
Perennial, Residence at Spring Valley, and Hamlet at Saratoga Springs.
4. What are the standards of conduct and lease agreement terms going to be for the residents?
Response: Prime Companies has a standard lease agreement in with conduct to damage of property or
nuisance per law can be removed from the site.
1. There are numerous homeless camps in this parcel of woods that have been there for a significant period
of time. They can even be seen on Google Maps. As a result, there is hazardous waste and refuse in these
woods that may need to be abated. If this is going to be a development with 'affordable housing' we have
seen other developments that have issues with displaced homeless people squatting on the property or
even being allowed by some residents to come into the buildings.
Response: The homeless encampments were removed 2 -years ago by Prime Companies and their materials
on site have also been removed and properly disposed of. There is no plan for “Affordable Housing” for the
proposed project.
2. The intersection of West Ave and Washington Street is very busy and has high incidents of traffic
accidents. With this major increase in vehicular traffic that a hotel and residences will cause, it may require
study by a traffic assessment to determine if that intersection will need updating to a different light
pattern, or maybe even a traffic circle. I do not have the expertise to make that determination but I do see
the potential impact nonetheless.

Response: A traffic study has been performed at this intersection and others by VHB. The traffic impacts per
this report are being reviewed by City and City’s outside engineering consultant.

SECTION 507.5.1.
Where a portion of the facility or building hereafter constructed or moved into or within the jurisdiction
is more than 400 feet (122 m) from a hydrant on a fire apparatus access road, as measured by an
approved route around the exterior of the facility or building, on-site fire hydrants and mains shall be
provided where required by the fire code official.
Exceptions:
For Group R-3 and Group U occupancies, the distance requirement shall be 600 feet (183 m).
For buildings equipped throughout with an approved automatic sprinkler system installed in
accordance with Section 903.3.1.1 or 903.3.1.2, the distance requirement shall be 600 feet (183 m).
