ENVIRONMENTAL DESIGN ) ) PARTNERSHIP, LLP. 900 Route 1A6 Clifton Park,NY 12065 (P)518.371.7621 (F)518.371.9540 edpIlp.com PROJECT NARRATIVE Mixed Use Commercial Building 68 Weibel Avenue DATE: October 24, 2019 APPLICANT: Gary Stone 10 PD Harris Road Saratoga Springs, NY 12866 Gary Stone is proposing the construction of a 24,000 SF mixed use commercial building on approximately 2.0 acres of land on Weibel Avenue in the city of Saratoga Springs, NY. The overall parcel is a total of 22.5 acres in size, includes approximately 145 feet of frontage on Weibel Avenue and is located within the T-4 Urban Neighborhood Zoning District. There are several existing commercial buildings on the parcel that are either used for storage or are currently occupied as office buildings. There is also an existing golf driving range with small clubhouse located at the rear of the property. The existing buildings and the driving range are also currently the subject of a land use and zoning violation identified by the City of Saratoga Springs Building Department. As part of this project, the applicant would like to build the 24,000 SF building, possibly relocating the existing tenants within the new building, remove a majority of the existing buildings and keep the driving range until the remaining lands are developed. The proposed building will be a two story commercial building located along Weibel Avenue in accordance with the T-4 Urban Neighborhood Zoning District. The building will consist of approximately 12,000 SF of retail space on the first floor and 8,000 SF of apartments (10 units) with approximately 4,000 SF of office space on the second floor. The site will have approximately 80 parking spaces for the three different land uses with a new private access road connected to Weibel Avenue. The access road will be designed with turning lanes to accommodate a much larger development on other lands at the rear of the parcel, which are also owned by Gary Stone. A traffic assessment has also been prepared by Creighton Manning Engineers, which indicated that in the future when a majority of the remaining lands are developed, a traffic signal at the new intersection will be warranted along with a new southbound left-turn lane on Weibel Avenue. The proposed building will connect to municipal water within the right of way of Weibel Avenue and use a private on-site septic system with plans for a future connection to public sewers. The project will disturb approximately 2.0 acres of land and result in approximately 1.5 acres of impervious surface.
