All emergency vehicles MUST be able to have an alternate ingress and egress that is built to proper specifications in the event that one of the access points or roads is blocked for any number of reasons. The applicant recently chose to subdivide their extremely narrow and long parcel and sell the northern end to Empire College. This has created an extremely dangerous precedent and situation that jeopardizes not only the safety of future residents, but also the safety of first responders and all city residents as well. It is entirely unacceptable to require police, ambulances and fire trucks to somehow traverse a 250' long gravel path that is at most 20' wide across private property as the ONLY means of ingress and egress in the event the New Street entrance is blocked or not functioning. The proposed single lane gravel path easement will not have any public plowing or sanding. Will not have any standard street lighting and will not have standard drainage that every other community is afforded. The residents at 25 New Street will not have even the most basic safety element of proper emergency access that every other community is afforded and it is unconscionable that this self-created situation has not be addressed by Public Safety - but apparently the poorest of the poor in Saratoga Springs will be forced into this dangerous precedent since every health and safety issue is apparently being whitewashed under the cover of 'Market Driven Housing'. The site is already constrained by overhead high voltage transmission lines and continuous snow stockpiles in the winter along the east edge, a 12" high pressure gas line along the entire west edge and blocked in now to the north. First responders are going to be faced with EXTREMELY LIMITED / ZERO OPTIONS if access from New Street is not available. This is EXACTLY what residents in Excelsior Park have been complaining to the Planning Board and City Council over FOR YEARS - except worse. In the words of the HOA president, the city needs to 'STOP REWARDING BAD BEHAVIOR BY THE DEVELOPERS' and the city needs to listen to the concerns of the residents who live in the developments everyday - not just paid consultants. Further compounding a myriad of safety problems with this proposal is that EVERY unit has a single car garage and a single lane driveway. That obviously means that at least 30-50 vehicles will be parked on the street adding to an already tenuous situation in the event of an accident. A presentation will be made to first responders and the commissioner of Public Safety outlining the above issues in more detail shortly as the current subdivision plan is ENTIRELY unacceptable and jeopardizes everyone.
