As you may recall,the Project was reviewed by the Commission earlier this year and received unanimous consent agenda approval for the installation of window planters on the façade of the building. However, as part of the complete modernization and renovation of the Project,the new HVAC installation required additional building penetrations for the proper ventilation, as well as the relocation of the air conditioning condensing units from the raised shelf at the rear to the ground along the east and west sides (See items 4-6). As noted in the letter from the Project architect,the only alternative to the roof vent penetrations and ground location for the units was to have them protrude out through/from the brickwork. For the reasons set forth in the letter, the owner selected the least impact to the historic building and painted the vents to mitigate any visual impact. Additionally, the owner would like to install a front entrance awning as shown on Item 7 enclosed. The awning is intended to be blue with gold lettering which says, "77 Van Dam." As you may recall, the Project was reviewed by the Design Review Commission ("DRC") in February of 2019 regarding the plant railings on the exterior of the building. It is my understanding, however, that the roof penetrations for the modernized HVAC system were not reviewed as part of the February application. Therefore, I am writing to respectfully request that the roof penetrations be permitted by administrative approval pursuant to Saratoga Springs Zoning Code Section 7.4.14(G). The Project building was originally built at the turn of the last century and the existing heating system was insufficient to support the condominium project under the NYS Building Code. As a result, the owners of 77 Van Dam only had two options: penetrate through the roof or vent through the historic brick work. The owners were unaware that venting the HVAC would require DRC approval and chose to vent through the roof to avoid the greater impact to the brick work of a historic structure. In order to mitigate the new roof venting, all ventilation pipes are black to in order to screen them with the existing roof color. Any other mitigation, such as a different color or metal screening, would unduly draw the eye upward and necessarily draw attention to the roof change. It is also notable that many buildings of this era in the City have a flat roof line which conceals the modernized roof ventilation. Here, the 77 Van Dam building features a pitched roof and the changing it to a flat roof to conceal the vents would more significantly alter the historic character of the building. Moreover, the owners are also proposing the installation of an awning to the front entryway of the building (pictures attached). It is intent of the awning is aesthetic as well as drawing the eye to the lower level of the building and away from the ventilation on the roof. 283 RIVER STREET TROY, NEW YORK 12180 PH 518 618 0900 EX 518 618 0901 3tarchitects.com Finally, the HVAC condensing units have been repositioned from the second-floor exterior of the building to the west end of the building at ground level to benefit the overall appearance and will also draw less attention to the upper levels.
