It also references Section 21.1.1 of the City's Unified Development Ordinance (UDO), which governs the use of permeable pavement systems for stormwater management. Applicable UDO Reference According to UDO Section 21.I.1, permeable pavement is considered an acceptable stormwater management practice if the infiltration rate of the installed surface meets or exceeds 1.1 inches per hour. This level of performance exceeds the threshold for permeable pavement and demonstrates significantly higher infiltration capacity than the loamy sandy soils commonly found in Saratoga Springs. Conclusion Based on Techo-Bloc's technical data and Section 21.I.1 of the UDO, the Villagio permeable paver system not only meets but exceeds the City's infiltration performance standards for permeable pavement applications. Its measured infiltration rate of 896 in/hr represents an increase of 814 times over the zoning minimum standard, confirming its suitability as a fully compliant permeable surface within city limits. Given this exceptional performance, validated by ASTM C1701 testing and surpassing both the City's requirement and local soil infiltration rates, we respectfully request that the Villagio paver system be recognized as providing 100% permeability coverage calculations. Its demonstrated infiltration capacity shows that it functions as a fully permeable surface under normal site and rainfall conditions, promoting typical groundwater control.
