In accordance with 6 NYCRR Part 617, the Planning Board classified the action as a Type II SEQRA Action: (11) construction or expansion of a single-family, a two-family or a three-family residence on an approved lot; Having properly noticed and conducted a public hearing on September 25, 2025 as required on the proposed use; And, upon evaluation of the application based on the City’s enumerated evaluation criteria to ensure that the proposed use will not adversely affect surrounding properties and community character; And, in accordance with the approval standards set forth in the City’s Unified Development Ordinance, article 13.4 “Special Use”, the Planning Board issues the following decision on September 25, 2025 (passed 4-2 – in favor: Ferrante, Mayo, Stellato, Johnson):  Approve a permanent special use permit for a historic carriage house/barn dwelling as presented.
