To Whom it May Concern,
We are writing to request a lot line adjustment between 17 W Harrison St. and
31 W Harrison St. in Saratoga Springs. Today, this is a nontraditional neighborhood
with mixed use residential and commercial buildings. 17 W Harrison St. is currently
home to a 2-unit property, originally constructed between 1876-1884. 31 W Harrison
St. was originally constructed between 1858-1878, and is currently a 6-unit property on
a lot that is non -conforming pre-existing. Adam Miller, a contractor, acquired 31 W
Harrison St. in 1885, and the Miller family retained the property until 1938. In more
recent years the property has traded hands, with the current owners purchasing the
home in 2022. Between March 2024 and May 2025 unit #6 rear at 31 W Harrison St.
underwent extensive reconstruction, with the goal of maintaining its original
character, while creating a habitable and functional space. The structure of #6 rear
was approved by the ZBA as a restoration to the stable that was originally built
sometime between 1876-1884.
Significant investment went into the reconstruction of 31 W Harrison St. #6
rear including maintaining the original post and beam construction, re -bricking the
original structure, adding an energy efficient HVAC system, establishing electric, gas,
and sewer/city water service to the building, and refinishing as a single family personal
residence with -3,500 sq. ft of living space. The front door entrance to #6 rear is on
Knapp Place, which provides privacy between the multi family building at 31 W
Harrison consisting of units 1 through 5.
Our ask of this group is to help us relocate the property lines on the map which
will align the practical use of the structures with city planning. All of the buildings are
already constructed and we are not looking to create new lots or subdivide any
properties. We kindly request to place the newly constructed 31 W Harrison St. #6
Rear on the lot currently listed as '17 W Harrison St." Additionally, we want to shift the
2-unit currently at 17 W Harrison St. over to the lot at 31 W Harrison St. As a reminder,
the lot at 31 W Harrison St. is non -conforming pre-existing and we believe it is logical
to have the two multi -family buildings on the same lot, allowing the newly
reconstructed 31 W Harrison St. #6 rear to be on it's own lot as a single-family
residence with privacy and green space for our growing family. We believe the lot lines
only need to be adjusted slightly to accommodate the current structures and their
practical uses, as shown in attached maps for proposed lot lines at 17 W Harrison St.
and 31 W Harrison St. Please note that we are open to alternative concepts that would
also achieve our goal of placing 31 W Harrison St. #6 rear on its own lot.
