RE: SCPB Referral Review #19-179-Special Use Permit and Site Plan Review-
Citizens Bank
Renovation (interior fit-ups, minor sidewalk improvements) of former restaurant
site (Limoncello) for use as a financial institution (bank) in the T-5 Zoning
District.
Location: Ballston Avenue (NYS Route 50), Broadway (US Rt. 9) and West Circular
Street
Received from the City of Saratoga Springs Planning Board on October 1, 2019.
Reviewed by the Saratoga County Planning Board on October 17, 2019.
Decision: No Significant Countywide or Intercommunity Impact
In accordance with the Memorandum of Understanding (MOU) between the City of
Saratoga Springs Planning Board and the Saratoga County Planning Board, the above-
noted special use permit (for any application in the T-5 District) and site plan review
applications have been reviewed by staff and with necessary concurrence have been
deemed to present no significant county-wide impacts. We note that the proposed
project application presents no principal site plan change or changes from the prior
use (restaurant) - points of ingress/egress to remain as is, stormwater to be directed
to existing facilities and water/sanitary services provided through the municipal
systems (no new discharges). ADA compliance upgrades for accessibility will be
constructed.
