The City of Saratoga Springs established historic overlay districts for the very purpose of protecting the character of those districts and any new construction proposed within such a district must do the same. Here, the applicant has proposed a three-story multi-family structure which is permitted in the Urban Residential-4 (UR-4) Zoning District, however, the design of the proposed structure fails to adhere to the required architectural standards and is incompatible with the historic character of North Broadway. I trust that the Design Review Board will review the proposed new construction accordingly and will assure that the final design is architecturally compatible with the surrounding character and maintains the integrity of the historic district.
