Dear Chair Mark Pingel and Members of the Planning Board:
Our Firm represents Oldest Lighthouse, LLC (“Applicant”), the owner of property located
at 33-35 Caroline Street in the City of Saratoga Springs, New York (SBL 160-1-27/28/29)
(“Project Site”), related to its proposed mixed-use project. In response to Planning Board
comments, we have enclosed a construction management plan and related report, prepared by the
project’s architects. As previously stated, all construction logistics are subject to change once
construction planning commences and the Applicant has pre-construction meetings with the City’s
Building Department and Department of Public Works.
Thank you for your attention to and consideration of this matter. We respectfully request

Construction Management Plan for:
35 Caroline St. Saratoga, NY
A. Introduction
To build a new multiunit residential building at 35 Caroline Street, Saratoga Springs,
New York 12866. The project entails demolition of the existing structure, excavation
for the new foundation and drainage, new utilities, concrete form work, framing,
siding, windows, roofing, plumbing, electrical, finish carpentry, flooring and painting.
This Construction Management Plan (CMP) has been prepared for the City of
Saratoga Building Department for review. The CMP includes detailed information on
construction activities, specific construction mitigation measures and construction
material access and staging plans to minimize impact to the abutters and local
community. The general contractor and their subcontractors will comply with the
details and conditions of the approved CMP.
B. Logistics and Site Controls
Below is a detailed site logistic plan, in order to isolate construction while providing
safe access for pedestrians and vehicles during construction, normal day-to-day
activities and emergencies.
Public Safety
● The entirety of the construction site will be enclosed by a 6’ high construction
fence with debris screening for the duration of the project.
● The construction site will be accessed during working hours from Pavilion Place.
● It is not anticipated that any roadway closures for excavation, concrete pour, or
deliveries will be required.
Delivery Logistics
● Deliveries will access the site from Pavilion Place.
● Deliveries of materials will be scheduled bi-weekly and will have a Police Detail
(if necessary)
● Emergency vehicle access on Caroline Street and Pavilion Place will be maintained at
all times.
Ongoing Debris Removal
A 30-yard dumpster will be needed during the demolition phase of the project and will
be located in the area in rear of the property. Pedestrian traffic will be detoured to the
other side of the street. For the remaining phases one 20-yard dumpster will be
located on site and replaced as needed throughout the construction process. The
dumpster company will access the site via Pavilion Place. The dumpster will be
removed and replaced once weekly, or as needed.

Construction Air Quality and Dust Control
In order to reduce emissions of fugitive dust and minimize impacts on the local
environment, the Owner will adhere to the following mitigation measures:
● All trucks for transportation of construction debris will be fully covered.
● Wetting agents will be used to control and suppress dust that may come from
demolition activities.
● Construction practices will be monitored to ensure that unnecessary transfers
and mechanical disturbances of loose materials are minimized.
● Streets and sidewalks will be cleaned regularly to minimize dust accumulation.
Street sweeping will occur on a daily basis during excavation and demolition.
C. Hours of Construction Operation
Typical hours of construction operation shall be from 7:00 AM to 5:30 PM Monday
through Friday. Weekend work may be required from time to time to meet the
schedule and shall be performed by permit.
Site office
The on Site Office will be located in the existing parking lot located at the corner of
Caroline Street and Henry Street.

Overview:
A City approved contractor will excavate for the new foundation and form and pour
the new concrete foundation.
1. Excavation & Trucking
The desired elevation determined by our site engineer will be excavated to and
trucking out of material will take place for approximately 5 days. Trucks will enter and
exit through Pavilion Place.
2. Foundation Forms and Pouring
When the final excavation is complete, the reinforced concrete footings will be
formed and poured. The concrete form truck and concrete delivery trucks will need
full access to the site. Once the footings have cured the forms will be removed and
the forms for the concrete walls will be constructed. The forms will be moved from
the truck onto the site by boom truck from the area in front of the property.
Pedestrians will be detoured to the other side of the street and Police details will be
required.
Installation of the concrete foundations will be executed by an approved contractor.
The site engineer will pin the wall corners for the form company. Rebar will then be
formed and lifted into place and the wooden forms will be set. Pouring of these walls
will be done by pump from within the site. Walls will be stripped, and forms loaded
and removed from site, also with Police Detail present, if necessary. The concrete
pour will impact parking or pedestrian movements.
STRUCTURAL FRAMING AND INTERIOR FINISHES
The building will be constructed with Type 5 Construction. Type 5 is the type of
construction in which the structural elements, exterior and interior walls, are of any
materials permitted by the building code.
All structural lumber for the buildings will be delivered by boom truck. All deliveries will
need to unload materials from the side of the site. All partition framing materials will
be delivered via Pavilion Place directly onto the site. Flatbed and/or Boom Delivery
trucks will occupy the proposed driveway. Deliveries of materials will be scheduled
weekly and bi-weekly. Such deliveries will usually last no longer than 45 minutes with
traffic disruption kept at a minimum. Pedestrians will be detoured to the opposite side
of the street during all deliveries.

The process to frame the buildings will occur in three (3) sections as follows: Each of
the stories of exterior walls, load bearing walls and floor systems will be framed.
Structural beams and lumber will be boomed from onsite and placed on the
respective completed floor systems. Deliveries of all exterior partition framing
materials will be delivered by flatbed trucks.
Once the exterior envelope is framed, the interior framing for the first section will
commence and proceed by section. Deliveries of all interior framing and structural
material will be delivered and hand carried to the point of installation.
Deliveries of roofing materials, windows, doors, HVAC equipment, blue board, flooring
and stone countertops will be by boom onsite from Pavilion Place. Police Detail will
be secured when the street will be disrupted.
SIDEWALK & UTILITY CONSTRUCTION STREET OPENING
1. Utility Work
Excavation by a City approved contractor will be performed in the public sidewalk and
street to install new water and sewer within Caroline Street and Pavilion Place.
These connections will be inspected prior to backfill.
Backfilling of the street and sidewalk with gravel to the city specifications with Asphalt
paving of the street and concrete sidewalk repair. Note: the side walks will be heated.
Traffic management will be conducted on Caroline Street and Pavilion Place through
the use of barrels, signage, and police details. Pedestrian access will be maintained
at all times on at least one side of the street during the work. A police detail will also
be needed during the installation of the utilities to control the traffic.
2. Vehicle and Pedestrian Traffic
Truck Routes and Deliveries
Truck traffic will vary throughout the construction period, depending on activities.
Most of the truck traffic will be deliveries, which will be made bi-weekly.
The vehicles will enter via Pavilion Place and have materials removed. Standing
trucks delivering materials will have a BPD detail.

During construction, the sidewalks in proximity to the building will be open. During
certain periods where the sidewalk may be closed, pedestrians will be directed to a
protected walking path on the opposite side of the road. Approved signage will be
installed for sidewalk closures. Once completed, this pedestrian detour will be
removed, and the sidewalk will re-open.
3. Public Safety
All procedures for the protection of the public will be strictly adhered to and
monitored on a daily basis. In general, secure fencing and barricades will be used to
isolate construction areas from pedestrians and vehicular traffic near the site.
Temporary approved signage will be utilized to inform pedestrians of any changes to
the pedestrian patterns. Police details will be utilized as needed to direct traffic and
access in and out of the job site.
4. Construction Noise Mitigation
This project will require the use of equipment that can be heard at off-site locations.
The area has significant ambient noise due to urban activities; however, paying
careful attention to both the equipment and the time frames of particular construction
activities will minimize the noise generated for the project site. The entire
construction project has been designed around the constraints of the site. The exact
pieces of equipment will be finalized after subcontractor selection is completed. In
general, construction will occur within typical time frames, during daytime hours. The
Owner is committed to mitigating noise impacts of the construction activities by
various methods, including but not limited to turning off idling equipment, utilizing
mufflers on equipment and locating noisy equipment as far away as possible from
sensitive areas where feasible.
