Dear Mr. Munter:
Creighton Manning Engineering & Surveying, PLLC (CM) has conducted a Traffic Assessment for the
proposed 20 Skyward Drive Warehouse located on Skyward Drive in the City of Saratoga Springs. The
proposed project consists of a new 120,000 square-foot (SF) warehouse building. It is noted this site/parcel
had previously been evaluated for a 133,000 SF warehouse use which was addressed through a sensitivity
analysis (Lot 1) prepared by CM in a Traffic Assessment letter dated April 3, 2017 for the SKS Bottle
Distribution Plant. A subsequent Trip Assessment letter dated May 17, 2021 associated with the
development of Lot 2 was prepared for a 75,000 SF warehouse located on the east side of Skyward Drive.
This evaluation is based on the proposed “Site Plan” prepared by Verity Engineering dated October 16,
2024 (Attachment A).
1.0 Project Description
The project consists of the construction of a
120,000 SF warehouse on Lot 1 of an approximate
11.2-acre parcel of the Industrial Park Subdivision.
It is noted that the SKS Bottle Distribution Plant was
approved by the City of Saratoga Springs and
constructed on Lot 5. This building is now operating
as the distribution center for the Green Mountain
Electric Supply. A proposed 75,000 SF warehouse
on Lot 2 was approved by the City of Saratoga
Springs in 2021 and is currently under construction.
Access to Lot 1 will be provided via one new
proposed full access driveway and one existing
driveway on Skyward Drive. It is anticipated that
the proposed development will be fully built and
occupied by 2028. The project location is shown on
Figure 1.
2.0 Existing Conditions
Roadway Serving the Site
Geyser Road (CR 43) is a two-lane roadway with one 11-foot wide travel lane in each direction with five to
ten-foot wide paved shoulders. Geyser Road generally provides east-west travel from NY Route 50 to CR
49. The Geyser Road Bicycle/Pedestrian Trail (PIN 1760.11) was recently completed along this roadway
which included the construction of pedestrian/bicycle accommodations from the Milton Town Line to the
NY Route 50/Geyser Road intersection via a multi-use trail or sidewalk.

Skyward Drive is a two-lane city street classified as an urban local road that is approximately 28-feet wide
with no paved shoulders. Skyward Drive travels in a north-south direction and provides access to the
Industrial Park Subdivision from Geyser Road. The posted speed limit is 30-mph and land uses along the
roadway consist of warehousing uses.
Study Area Intersection
Geyser Road/Skyward Drive – This is a three-leg intersection operating under stop-sign control on the
southbound Skyward Drive approach. A single lane is provided on all approaches. A marked crosswalk is
provided on the north leg of this intersection associated with the multi-use pedestrian/bicycle path.
Data Collection
Turning movement counts were conducted at the study area intersection on Tuesday, August 5, 2025
during the morning peak period (7:00 to 9:00 a.m.) and during the evening peak period (4:00 to 6:00 p.m.).
The observed peak hours generally occurred from 7:45 to 8:45 a.m. during the morning peak period and
4:15 to 5:15 p.m. during the evening peak period. The Existing 2025 Traffic Volumes at the study area
intersection during the weekday morning and afternoon hours are shown on Figure 2-1.
An automatic traffic recorder (ATR) was installed on Geyser Road approximately 200-feet east of Skyward
Drive from Thursday, August 7, 2025 to Wednesday, August 13, 2025 to collect volume data near the
proposed site. Data collected from the ATR on Geyser Road shows that the road currently serves
approximately 9,715 vehicles per day (vpd). Heavy vehicles account for approximately four (4) percent of
daily traffic. The raw turning movement count and ATR data is included under Attachment B.
3.0 Traffic Assessment
Site Generated Traffic
Trip generation determines the quantity of traffic expected to travel to/from a project site. The Institute of
Transportation Engineers (ITE) Trip Generation, 12th edition, provides trip generation data for various land
uses based upon studies of similar existing developments located across the country. Morning and
afternoon peak hour trips were estimated in the previous Traffic Assessment letter for Lot 1 using ITE land
use code 150 for a Warehouse from Trip Generation, 9th Edition. The trip generation estimate for the
proposed construction of a 120,000 SF warehouse on Lot 1 based on current ITE rates and a comparison to
the previously evaluated trip generation are shown in Table 1.

The trip generation summary indicates that the new warehouse will generate 25 AM peak hour trips and
33 PM peak hour trips based on current ITE rates. This indicates that the site will generate 72 fewer trips
during the AM peak hour and 39 fewer trips during the PM peak hour when compared to the trip generation
estimate included in the April 3, 2017 Traffic Assessment letter provided for the original Industrial Park
Subdivision approved by the City.

It is noted that the existing Green Mountain Electric Supply distribution center is generating significantly
less traffic than anticipated for the SKS Bottle Distribution Plant since it has approximately 100 less
employees than the original use. A review of the turning movement counts conducted at the Geyser
Road/Skyward Drive intersection indicates that this facility currently generates 15 trips during the AM peak
hour and 9 trips during the PM peak hour. This is approximately 49 trips fewer during the AM peak hour
and 65 trips fewer during the PM peak hour when compared to the analysis presented in the April 3, 2017
Traffic Assessment letter which suggests that the study area intersection and the surrounding roadways
are experiencing less traffic than originally approved by the City of Saratoga Springs.
Future Traffic Volumes
To evaluate the impact of the proposed development, traffic projections were prepared for the expected
year of completion, 2028. Historical traffic volume data published by the NYSDOT indicates that traffic
volume growth on Geyser Road in the vicinity of the site has actually decreased over the past several years.
In order to provide a conservative assessment, a growth rate of ½ percent per year was used to estimate
general background growth in traffic volumes. Additionally, the City of Saratoga Springs and the Town of
Milton were contacted to determine if there were any other proposed development projects underway
near the project site. The City and Town indicated that the following other developments have been
approved in the project area:
• Slack Chemical Company – Warehouse addition located at 3 Unlimited Drive (Saratoga Springs).
• Skyward Warehouse – Warehouse (Lot 2) located on the east side of Skyward Drive (Saratoga
Springs).
• Mill Town Center – Mixed-use development located north of Trieble Avenue (Milton).
Trips for these other approved developments were estimated and distributed through the local roadway
network. The general background growth rate was applied to the existing traffic volumes, and the trips
estimated from the other known development projects were added to develop the 2028 No-Build Traffic
Volumes, representing future traffic volumes in the study area without the proposed warehouse. These
volumes are illustrated in Figure 2-2. Traffic generated by the project was distributed on the study area
roadways based on the existing turning movement counts conducted at the site intersections and expected
travel routes. The trip distribution patterns and trip assignment are shown on Figure 2-3 and Figure 2-4.
The site generated trips were added to the No-Build 2028 Traffic Volumes resulting in the Build 2028 Traffic
Volumes for the weekday AM and weekday PM peak hours as shown on Figure 2-5.
Traffic Operations
Intersection Level of Service (LOS) and capacity analysis relate traffic volumes to the physical characteristics
of an intersection. Intersection evaluations were made using the Synchro 11 Software, which automates
the procedures contained in the Highway Capacity Manual. Table 2 summarizes the results of the level of
service calculations for the proposed project. The detailed level of service analyses are included under
Attachment C.

The impact of the project can be described by comparing the analysis of the No-Build and Build operating
conditions. The level of service analysis at the Geyser Road/Skyward Drive intersection indicates that the
southbound Skyward Drive approach will continue to operate at LOS C through Build conditions during the
AM and PM peak hours with an increase in average vehicle delay of approximately two (2) seconds or less.
In addition, the eastbound left-turn movement will operate at LOS A during both peak hours through Build
conditions. No mitigation is recommended at this existing intersection.
It is anticipated that the new Site Driveway intersection on Skyward Drive will operate adequately after
construction of the proposed warehouse during the peak hours. It is recommended that the eastbound
Site Driveway approach operate under stop-sign control and that a single lane be provided on all
approaches for shared travel movements. A sight distance assessment conducted at the proposed Site
Driveway located on Skyward Drive indicates that the available sight distance looking left extends to the
access associated with the adjacent warehouse facility while the available sight distance looking right
extends to Geyser Road located over 900-feet to the south. This indicates that adequate intersection and
stopping sight distance is provided based on a 35-mph design speed (posted speed limit plus 5-mph). It is
recommended that any existing vegetation located along the project frontage be cleared at least 15-feet
back from the edge of the travel lane in order to ensure adequate sight lines are maintained. It is also
recommended that any site signing be placed a minimum of 15-feet back from the travel way and that the
landscaping / grading plan consider sight lines in order to maintain visibility at the new Site Driveway
intersection.
5.0 Conclusions
The project consists of the construction of a 120,000 SF warehouse on Lot 1 of an approximate 11.2-acre
parcel of the Industrial Park Subdivision. It is noted that the SKS Bottle Distribution Plant was approved by
the City of Saratoga Springs and constructed on Lot 5. This building is now operating as the distribution
center for the Green Mountain Electric Supply. A proposed 75,000 SF warehouse on Lot 2 was approved by
the City of Saratoga Springs in 2021 and is currently under construction. Access to Lot 1 will be provided
via one new proposed full access driveway and one existing driveway on Skyward Drive. It is anticipated
that the proposed development will be fully built and occupied by 2028. The following is noted regarding
the proposed project:
• The proposed project is expected to generate 25 new vehicle trips during the AM peak hour and 33
new vehicle trips during the PM peak hour. This indicates that the site will generate 72 fewer trips
during the AM peak hour and 39 fewer trips during the PM peak hour when compared to the trip
generation estimate included in the April 3, 2017 Traffic Assessment letter provided for the original
Industrial Park Subdivision approved by the City.

• The level of service analysis indicates that the Geyser Road/Skyward Drive intersection will operate
adequately during both peak hours after full build-out of the site. Mitigation is not recommended at
this intersection.
• It is recommended that the eastbound Site Driveway approach operate under stop-sign control and
that a single lane be provided on all approaches for shared travel movements. A sight distance
assessment conducted at the proposed Site Driveway location indicates that adequate intersection and
stopping sight distance is provided. It is recommended that any existing vegetation located along the

LOS Definitions
The following is an excerpt from the Highway Capacity Manual, 6th Edition (HCM).
Level of Service for Signalized Intersections
Level of Service (LOS) can be characterized for the entire intersection, each intersection approach, and each lane
group. Control delay alone is used to characterize LOS for the entire intersection or an approach. Control delay and
volume-to-capacity (v/c) ratio are used to characterize LOS for a lane group. Delay quantifies the increase in travel
time due to traffic signal control. It is also a surrogate measure of driver discomfort and fuel consumption. The v/c
ratio quantifies the degree to which a phase's capacity is utilized by a lane group. The following paragraphs describe
each LOS.
LOS A describes operations with a control delay of 10 s/veh or less and a v/c ratio no greater than 1.0. This level is
typically assigned when the v/c ratio is low and either progression is exceptionally favorable or the cycle length is very
short. If it is due to favorable progression, most vehicles arrive during the green indication and travel through the
intersection without stopping.
LOS B describes operations with control delay between 10 and 20 s/veh and a v/c ratio no greater than 1.0. This level
is typically assigned when the v/c ratio is low and either progression is highly favorable or the cycle length is short.
More vehicles stop than with LOS A.
LOS C describes operations with control delay between 20 and 35 s/veh and a v/c ratio no greater than 1.0. This level
is typically assigned when progression is favorable or the cycle length is moderate. Individual cycle failures (i.e., one
or more queued vehicles are not able to depart as a result of insufficient capacity during the cycle) may begin to
appear at this level. The number of vehicles stopping is significant, although many vehicles still pass through the
intersection without stopping.
LOS D describes operations with control delay between 35 and 55 s/veh and a v/c ratio no greater than 1.0. This level
is typically assigned when the v/c ratio is high and either progression is ineffective or the cycle length is long. Many
vehicles stop and individual cycle failures are noticeable.
LOS E describes operations with control delay between 55 and 80 s/veh and a v/c ratio no greater than 1.0. This level
is typically assigned when the v/c ratio is high, progression is unfavorable, and the cycle length is long. Individual cycle
failures are frequent.
LOS F describes operations with control delay exceeding 80 s/veh or a v/c ratio greater than 1.0. This level is typically
assigned when the v/c ratio is very high, progression is very poor, and the cycle length is long. Most cycles fail to clear
the queue.
A lane group can incur a delay less than 80 s/veh when the v/c ratio exceeds 1.0. This condition typically occurs when
the cycle length is short, the signal progression is favorable, or both. As a result, both the delay and v/c ratio are
considered when lane group LOS is established. A ratio of 1.0 or more indicates that cycle capacity is fully utilized and
represents failure from a capacity perspective (just as delay in excess of 80 s/veh represents failure from a delay
perspective).
Average control delay and queue length at roundabout controlled intersections are calculated using SIDRA
Intersection. The physical geometry such as entry lane width and approach flare, and traffic volume at the roundabout
are factors that influence the intersection’s performance. The average delay reported using SIDRA Intersection is
based on the signalized HCM Method of Delay for Level-of-Service.
Level of Service Criteria for Unsignalized Intersections
Level of service (LOS) for Two-Way Stop-Controlled (TWSC) intersections is determined by the computed or measured
control delay. For motor vehicles, LOS is determined for each minor-street movement (or shared movement) as well
as major-street left turns by using criteria given in Exhibit 20-2. LOS is not defined for the intersection as a whole or
for major-street approaches for three primary reasons: (a) major-street through vehicles are assumed to experience
zero delay; (b) the disproportionate number of major-street through vehicles at a typical TWSC intersection skews the
weighted average of all movements, resulting in a very low overall average delay for all vehicles; and (c) the resulting
low delay can mask important LOS deficiencies for minor movements. LOS F is assigned to the movement if the
volume-to-capacity (v/c) ratio for the movement exceeds 1.0, regardless of the control delay.
The LOS criteria for TWSC intersections are somewhat different from the criteria used in Chapter 18 for signalized
intersections, primarily because user perceptions differ among transportation facility types. The expectation is that a
signalized intersection is designed to carry higher traffic volumes and will present greater delay than an unsignalized
intersection. Unsignalized intersections are also associated with more uncertainty for users, as delays are less
predictable than they are at signals, which can reduce users' delay tolerance.
The LOS criteria for All-Way Stop-Controlled (AWSC) intersections are given in Exhibit 21-8. LOS F is assigned if the v/c
ratio of a lane exceeds 1.0, regardless of the control delay. For assessment of LOS at the approach and intersection
levels, LOS is based solely on control delay.
