Good morning Jamie- We received feedback from CDTA on this project- and have included their email
below:
As you mentioned, the closest bus route to this location would be Route #451. Unfortunately, this
route currently ranks among our lowest for ridership productivity, so we may need to make
adjustments in the coming years to improve e"iciency. As of right now, we don’t have any concrete
restructuring plans, but that may change.
However, even if Route #451 doesn’t exist in its current form in the future, we will continue to provide
transit service to this general area of the city in some form. This could take any of the following forms, among
potentially others:
· Route #451 continues to operate but with reduced service levels.
· A di"erent bus route replaces the #451 in this area.
· A microtransit service similar to FLEX replaces the #451 in this area.
Regarding the potential for a bus stop, the #451 schedule unfortunately doesn’t have enough time to
deviate trips into the complex itself. However, we would be certainly open to establishing stops out
on Washington Street, where we’d be able to serve the project without a"ecting the schedule.
It looks like you are planning to add sidewalks to the north side of Washington, which is great and
should allow us to safely place a new stop. The issue is the south side of the street, which has no
pedestrian infrastructure to speak of. Could there be any possibility of adding a pedestrian crossing
around the vicinity of Washington St & Station Park Ave and a loading pad on the other side? I realize
this is a DOT roadway, so making such a modification isn’t necessarily the simplest thing in the
world.
If we do convert Route #451 to FLEX-like service at some point in the future, there would be more
flexibility to add a stop within the complex as the schedule is not fixed.
Their email has a lot of “what ifs” in it---but in summary
· The routing in the area may be something that CDTA looks to make adjustments to based
on current ridership and e$iciency of the routes- however there are no current plans to
make changes.
· CDTA can not commit to providing service within the site with the current routing.
· CDTA would be open to servicing new bus stops along Washington Street at the project site
- however in order to service in both directions they would be looking for a pedestrian
crossing and loading pad on the south side of Washington Street.

Happy to help craft additional text to respond to the initial City comment- but first looking for your
thoughts on bullet 3 above first.

Comment 1: The tra ic impact evaluation was completed in accordance with industry accepted
practices and methodology.
Response: Comment noted.
Comment 2: The proposed development consists of two multifamily housing buildings with 192-
units and 152-units (totaling 344 units), 46 row homes, and a hotel with a maximum of 110-rooms
that are expected to generate 206 new vehicle trips during the weekday AM peak hour and 213 new
vehicle trips during the weekday PM peak hour.
Response: Comment noted.
Comment 3: We take no exception to the use of Land Use Code (LUC) 221 – A ordable Housing, LUC
215 – Single-Family Attached Housing, and LUC 310 – Hotel, or the respective trip generation results
for each of those LUCs provided by the ITE Trip Generation Manual, 11th Edition.
Response: Comment noted. Note, LUC 221 is Multifamily Housing (Mid Rise) not A"ordable Housing as
referenced in the comment.

Comment 4: The PM right turn movement on Figure 2 for the Washington Street (NY 29) westbound
approach identifies a lower volume of vehicles when compared to the Tra ic Volume Data in
Attachment B (61 verses 65 vehicles). However, the di erence is not considered significant to
warrant adjustment because the westbound Thru/Right movement and overall Approach Level of
Service remain at C for the No-Build 2028 and Build 2028 scenarios.
Response: Agreed, the higher volume was used in the analysis and no adjustments are necessary.
Comment 5: We take no exception to the sight distance analysis provided.
Response: Comment noted.
Comment 6: Coordinate with City of Saratoga Springs regarding refuse truck access and CDTA for
provisions for public transportation. Please provide correspondence from CDTA.
Response: Garbage pick-up at the site will be private. An inquiry was sent to CDTA for their input on
public transportation on March 28, 2025 with a follow up call on April 9, 2025. Upon receipt of input from
CDTA, the correspondence will be forwarded to the City as requested.

refuse/garbage pick-up and CDTA. Has there been any communication with the City or CDTA to date on
these issues on your end?

I finally received comments from City TDE (B&L) on Station Lane project. With that, see below comments on
landscaping and tra$ic. They are very minor. Please review and provide me with update report/plans if necessary
and comments responses to B&L comments. Please contact me if ou have any questions and let me know next

1. Screening east of the hotel near the property line would benefit with two more trees, possibly conifers for
better screening.
