October 3, 2019 Ms. Susan Barden City of Saratoga Springs 474 Broadway Saratoga Springs, New York 12866 RE: The Grove Addition (PB#20190815) Water and Sewer Dear Ms. Barden: The Grove project was originally approved by the planning board in 2014 (PB# 14.039) and included the expansion of the existing building and construction of new apartments. The owner desires to construct an additional nine one- bedroom units in the rear of the existing complex. The proposed new units will not alter the 2014 approved site plan. As part of the 2014 Site Plan review the LA Group prepared an Engineering Report(dated August 2014)that analyzed proposed water demand and wastewater flow for the original project. The report calculated flow based on 76 units with a combined 114 bedrooms. An estimated water use and wastewater flow of 12,540 gpd, respectively, was assumed. The report indicated there was significant water flow and pressure in the municipal system to meet the buildings water demand. In addition, the municipal sewer system and downstream Saratoga County Sewer District facilities had the capacity to handle the flows from the project. The proposed addition will result in an increase of 9 bedrooms, which equates to an estimated 990 gpd (110 gpd/bedroom) of water use and wastewater flow. The LA Group reviewed utility bills for the Grove from October 2018 to April 2019 (see attached bills)to confirm actual water use and wastewater flow. Based on the bills the existing facility uses approximately 5,300 gpd. During the period between October and April the apartments were above 90%occupancy, according to the property manager. Once the addition is complete there will be approximately 6,290 gpd (5,300 + 990) of water use and wastewater flow. The previous report indicated the City has the capacity to handle 12,540 gpd of water demand and wastewater flow, therefore in our opinion the existing water and sewer infrastructure is adequate for the proposed addition. There will be no required upgrades to the existing site plan water and sewer infrastructure system. The site is the former home for retired priests. In addition to the existing building, there are grassed and forested cover types on the property. The site is generally flat. The surrounding area is developed with the St. Clements Church and school to the west and residential housing to the east, north and south. The apartment complex proposed will consist of two new wings attached to the existing main building. The project is proposing a total of 76 residential units, totaling 114 bedrooms. 48 of the units will be located in the new wings. The units will have internal fire sprinklers, and fire hydrants will be located adjacent to the new entry drive southeast and northeast of the building. EXISTING CONDITIONS Water Distribution — An 8-inch water main is present on the south side of Lake Avenue, across the street from the project. A hydrant flow test conducted on 5/6/14 at Lake Avenue and MacArthur Drive indicates static pressures in the area of 78 pounds per square inch (psi). Projected available fire flow is 1,672 gallons per minute at 20 psi. See flow test results attached. Sanitary Sewer—An existing 16-inch sanitary sewer main owned and maintained by the City of Saratoga Springs runs in a westerly direction past the property on the south side of Lake Avenue. At the intersection of East Avenue, the wastewater flows north in East Avenue, then west in Excelsior Avenue to the Saratoga County Sewer District No. 1 Pump Station on High Rock Avenue for eventual transmission to the County Sewer Treatment Plant in Mechanicville. SEWER AND WATER USAGE Table 1 below provides information on the anticipated average potable water use and wastewater flow rates for the project. Water use and wastewater flow are estimated to be equal for this study. Table 1 Use Rate Total Use Description (gpd/bdrm) (gpd) Main Building 28 units/36 bedrooms 110 3,960 New Wings 48 units/78 bedrooms 110 8.580 Total 12,540 1 St. John Neumann Residence Residential Condominium Complex Summary of Design Flows Average values for water consumption and sewer flows are based on a 12-hour day. Peaking factor for instantaneous water use is estimated to be 10 times the average based upon past experience. Peaking factor for sanitary sewer flow is approximately 4.2 times the average2. Average daily demand for water usage is anticipated to be 17.4 gallons per minute (gpm). Instantaneous peak flow is estimated at 174 gpm. Average daily flow for wastewater is anticipated to be 17.4 gpm. Peak hourly flow is estimated to be 74 gpm. PROPOSED CONDITIONS Water Distribution — To service the project, the existing 8-inch main in Lake Avenue will be tapped to provide an 8-inch combined fire protection and domestic service lateral to the site. A combined fire protection and domestic waterline will be brought to the building's mechanical room where the domestic line will tee off and be metered. Two site fire hydrants are proposed at the south and north sides of the building. The estimated fire sprinkler demand has been calculated at 494 gallons per minute at 48 psi at the base of the riser. The projected available supply is 1,672 gpm at 20 psi. Applying the 494 gpm demand to the flow graph gives a residual pressure of approximately 72 psi. Connections and appurtenances, including mechanical joints, tees, isolation valves, thrust blocks, fire hydrants, trenching, bedding, service connections, as well as testing and disinfection will all be specified in accordance with City of Saratoga Springs standards. Sanitary Sewer— Sanitary wastewater will be piped from the new apartment wings to the front of the existing building via two 6-inch PVC laterals. The two laterals will converge at a new site sanitary sewer manhole. From the new manhole, a six-inch PVC lateral installed at a slope of approximately 1.0% will be brought across Lake Avenue and connected to the existing sanitary sewer main with a tapping wye saddle designed for the specific type of pipe. From this point of connection to the City collection system, wastewater flows as described in the Existing Conditions section above. The Saratoga County Sewer District was contacted and has verified that the pump station has the capacity to handle the additional flows from this project. See e- mail correspondence attached. 2 St. John Neumann Residence Residential Condominium Complex All sanitary sewer lines, manholes and connections will be furnished and installed according to City of Saratoga Springs standards. 1. The St. John Neumann Residence on Lake Avenue will connect to the 16-inch gravity sanitary sewer main that flows west along Lake Avenue. The city system then directs the flows north in East Avenue eventually discharging to the SCSD#1 High Rock Avenue Pump Station. We need to confirm that the County Sewer District has adequate capacity to handle these flows. A response to this e-mail is sufficient. Thanks. Dan D. Daniel P.
