' 1 ,,,,,,, Ali *;, _ �Ls # „,1 r Ottn�' ” A4 September 2014 St. John Neumann Residence Residential Condominium Complex PROJECT DESCRIPTION Neumann Building, LLC is proposing the adaptive reuse of the existing retirement home at 233 Lake Avenue in the city of Saratoga Springs, NY (Tax Map Parcel 166.00-4-22) for the purpose of constructing senior apartments within the existing structure and also two additional new wings. The site is the former home for retired priests. In addition to the existing building, there are grassed and forested cover types on the property. The site is generally flat. The surrounding area is developed with the St. Clements Church and school to the west and residential housing to the east, north and south. The apartment complex proposed will consist of two new wings attached to the existing main building. The project is proposing a total of 76 residential units, totaling 114 bedrooms. 48 of the units will be located in the new wings. The units will have internal fire sprinklers, and fire hydrants will be located adjacent to the new entry drive southeast and northeast of the building. EXISTING CONDITIONS Water Distribution — An 8-inch water main is present on the south side of Lake Avenue, across the street from the project. A hydrant flow test conducted on 5/6/14 at Lake Avenue and MacArthur Drive indicates static pressures in the area of 78 pounds per square inch (psi). Projected available fire flow is 1,672 gallons per minute at 20 psi. See flow test results attached. Sanitary Sewer— An existing 16-inch sanitary sewer main owned and maintained by the City of Saratoga Springs runs in a westerly direction past the property on the south side of Lake Avenue. At the intersection of East Avenue, the wastewater flows north in East Avenue, then west in Excelsior Avenue to the Saratoga County Sewer District No. 1 Pump Station on High Rock Avenue for eventual transmission to the County Sewer Treatment Plant in Mechanicville. SEWER AND WATER USAGE The information below provides information on the anticipated average potable water use and wastewater flow rates for the project. Water use and wastewater flow are estimated to be equal for this study. Number of proposed bedrooms— 114 x 110 gallons/day = 12,540 gallons/day Number of existing bedrooms—43 x 150 gallons/day = 6,450 gallons/day 12,540— 6,450 = 6,090 gallons/day increase in water flow Summary of Design Flows 1 St. John Neumann Residence Residential Condominium Complex Average values for water consumption and sewer flows are based on a 12-hour day. Peaking factor for instantaneous water use is estimated to be 10 times the average based upon past experience. Peaking factor for sanitary sewer flow is approximately 4.2 times the average. Average daily demand for water usage is anticipated to be 17.4 gallons per minute (gpm). Instantaneous peak flow is estimated at 174 gpm. Average daily flow for wastewater is anticipated to be 17.4 gpm. Peak hourly flow is estimated to be 74 gpm. PROPOSED CONDITIONS Water Distribution — To service the project, the existing 8-inch main in Lake Avenue will be tapped to provide an 8-inch combined fire protection and domestic service lateral to the site. A combined fire protection and domestic waterline will be brought to the building's mechanical room where the domestic line will tee off and be metered. Two site fire hydrants are proposed at the south and north sides of the building. The estimated fire sprinkler demand has been calculated at 494 gallons per minute at 48 psi at the base of the riser. The projected available supply is 1,672 gpm at 20 psi. Applying the 494 gpm demand to the flow graph gives a residual pressure of approximately72 psi. Connections and appurtenances, including mechanical joints, tees, isolation valves, thrust blocks, fire hydrants, trenching, bedding, service connections, as well as testing and disinfection will all be specified in accordance with City of Saratoga Springs standards. Sanitary Sewer— Sanitary wastewater will be piped from the new apartment wings to the front of the existing building via two 6-inch PVC laterals. The two laterals will converge at a new site sanitary sewer manhole. From the new manhole, a six-inch PVC lateral installed at a slope of approximately 1.0% will be brought across Lake Avenue and connected to the existing sanitary sewer main with a tapping wye saddle designed for the specific type of pipe. From this point of connection to the City collection system, wastewater flows as described in the Existing Conditions section above. The Saratoga County Sewer District was contacted and has verified that the pump station has the capacity to handle the additional flows from this project. See e- mail correspondence attached.
