DESIGN GUIDELINES: The Design Review Commission will evaluate whether the proposed action (construction, alteration or demolition) is compatible with existing structures and surrounding properties using the following criteria: • Height—consistent with historic form and context of site and surrounding properties • Scale — relationship of structure and its architectural elements to human size, form, perception • Proportion — relationship among building elements including front facade, windows, and doors • Rhythm — pattern resulting from repeating building elements such as door/window openings, columns, arches, and other facade elements • Directional Expression —compatibility with horizontal &vertical expression of surrounding structures • Massing &Open Space — relationship of structure to open space between it and adjoining buildings • Setback—compatibility with surrounding structures • Compatibility of the following with surrounding structures/properties: - Major building elements (storefronts, doors, windows, roof) - Building materials - Color— (in non-residential zoning districts only) 5. DECISIONS:The Design Review Commission may approve, approve with conditions, or disapprove an application. The DRC may impose appropriate conditions and safeguards in connection with its approval including nature/quality of materials, manner of construction, and design. An applicant may appeal a denied DRC application on the grounds of hardship. Signature: Date: Additional Comments: Revised 01/2019 The Holcomb Family 192 Circular St, Apt 1 Saratoga Springs, NY 12866 ATTN: Mr Bradley Birge City of Saratoga Springs Design Review Commission 474 Broadway Saratoga Springs, NY,12866 We, Joy and EJ Holcomb, the owners and residents of 192 Circular St, respectfully request approval from the Design Review Commission to fully replace all deteriorated roofing surfaces on our property. The existing roofing surfaces are a combination of various age materials: natural slate, asphalt shingle and rolled asphalt. The roof is in an abysmal state of disrepair, due to lack of maintenance over several decades. It is currently leaking and causing significant damage to the underlying structure. Over the past several months, we have in good faith, exhausted all possible options that would allow us to repair or restore the existing slate roof. In the end, we have determined that replacing all existing roofing surfaces with asphalt slate shingle is the only practical and affordable way for us to maintain our home. 1. Roofing currently in marginal condition a. See building inspector report, September 2019. John Hearn's report noted that the house lacked maintenance, most notably the roofing surfaces were in marginal condition. John also noted evidence of water damage and leaking in the attic. We were advised that it would require a complete replacement in the near future and that the slate shingles would break if stepped on. b. We currently have eight leaks with buckets/plastic containers in the attic. Our bedroom ceiling has water damage that has worsened with the rain this summer. See attached photos of the roof taken by the owner. 2. We have solicited multiple bids from local and out-of-town contractors who specialize in slate roof restoration to repair the broken slate shingles and repair the metal flashings. We have emailed/called almost every single roofing company in the area. According to our neighbors, there are two reputable contractors locally who are specialize in natural slate roofing. Both contractors were of the opinion that the slate portion of the roof required a complete restoration and estimated costs between $40-50K, not including any of the asphalt shingle surfaces. a. Design Contracting declined to submit a formal estimate. Sam verbally expressed that he would not accept the job on our property, as he lacked the equipment to safely access our steep roof. Sam noted we would probably require a complete restoration/replacement estimated the cost to be around $40-50K. This estimate did not take into consideration the asphalt shingle roofing on extensions or the porch and garage roof. The Holcomb Family 192 Circular St, Apt 1 Saratoga Springs, NY 12866 b. Jerry Weaver Enterprises. See attached roofing inspection report. This report states that natural slate, asphalt shingle roofing and metal snow slides/flashings/valleys and ridge caps are at the end of their lifespan and require full restoration/replacement to be in serviceable condition. His estimate for full restoration, not including sales tax or other carpentry work was at minimum $45,000.This estimate did not include cost of the asphalt shingle roofing on any of the house extensions, porches, bay window, garage roof etc. c. Erik Degiorgio, a local roofing contractor came and did some work to repairs leaks and to replace broken and loose shingles in July 2019. However, after his repairs, we discovered the number of leaks in our roof had actually increased (7 total), likely due to damage from stepping on the tiles. We were unable to contact him to remedy the work. d. We contacted every roofing specialist in the capital region. We were unable to find anyone else who specializes in natural slate. 3. We expanded our search to any contractor in the Slate Roofing Contractors of North America directory within 100 miles. Most businesses declined to do the work, or provide an in person estimate, citing reasons such as, distance or that they would only consider doing a full complete roof replacement. a. Bay Roofing- Declined, due to distance. b. Hayden Lyons Roofing- declined, due to distance. c. Statewide Roofing, Donald Dennis Jr. declined, due to distance. Over the telephone, he told us that he rarely recommends getting rid of natural slate roofs. However, based on our photos, and the poor condition of our roof, that it would not be worth repairing, and that we should replace it with a modern roof. d. Sbardella Slate- Karl unable to schedule an in person estimate. Will only consider a full restoration. e. BBI Roofing- Provide an estimate based on pictures alone. Declined to provide an in- person estimate without. 4. The only companies in the area that were readily available to provide in-person estimates able to begin work immediately provided us estimates to replace our roof with architectural asphalt shingle. a. We received an estimate to replace all of our roofing surfaces including the garage for$21,000 and $22,000. Both companies are able to start work in the next few weeks. b. 50 year Owens Corning Architectural Shingle. This is an attractive and affordable option for our home. A uniform roofing material across all roofing surfaces of the property will significantly improve the appearance of the building and the surrounding neighborhood. We do not have material samples, however we would be happy to request this from the company if necessary. In summary, we have done our due diligence in seeking to preserve the existing natural slate portion of our roof. We regret that a natural slate roof restoration is unfeasible both financially and in practicality. In the future, we are concerned about lack of accessibility to a local slate contractor who would be capable and willing to provide maintenance and repairs in a timely manner. Replacing our roof with 50 year owen corning architectural slate shingle is the most practical, economically feasible way for us to preserve the structural integrity of our home. The roof has been poorly maintained for a period of time with a bunch of improper repairs and patches completed. There are some older metal porch roofs and shingle portion which is also at the end of its life. Repairs&Maintenance needed _ The slates need significant repairs as there are 7 visible areas where numerous slates are missing and also a few other places where the interior shows signs of leaking and some metal has been used as a patch - The chimney has been tarred beyond proper repair and would need to be completely reflashed - The metal snow slides,valleys and ridge caps of tin have become rusted and are beginning to fail and will only continue to deteriorate.Scraping and Painting them at this point would only serve a cosmetic purpose and will continue to rust. These would all need to be replaced within 2-4 years. Estimated Costs - For repairing the missing slates the minimum would be$1500 with additional charges if any wood needs to be replaced. - Reflashing the chimney properly would cost$1500-2000 depending upon use of aluminum or copper flashing. - Replacing the metal snow slides,valleys and ridge cap would cost$15,000-$20,000 again dependent upon use of copper or aluminum,and any carpentry needed for wood repair,mouldings or trim would be an additional cost. - Estimated cost to bring the slate portion of the roof back to servicable life would be$18-23,000 plus additional carpentry work and sales tax. - The lower side roof currently has shingles which are at the end of there life span also which would need to be replaced as soon as possible.
