Project Name 26 Finely St Site Plan Project Number 20250533 Project Address 26 Finley St Comments At the last meeting Sybil Newell of RISE said, “what we are intending to attempt to do is to make it so we don’t need so many shelter beds” and spoke about all of the affordable housing already available in this area and “this would in fact help our shelter that we are currently operating temporarily to not need so much to exist.” Regarding proposed tenants, we aren’t talking about people who are living on the street, people who are living in homeless shelters. My question, how will building this lower the amount of people RISE has in the 8/4/25, 3:39 PM Mail - Mark Graham - Outlook https://outlook.office365.com/mail/inbox/id/AAQkAGIxYTcxODdiLTE4ZmUtNDdlMy05MTNlLTA4ZjY5NTFhMDAzMQAQAAe8GPG2I0VBnQLSn5Nc%2…1/2 Adelphi Shelter if the people who are moving into these apartments are not currently living there? She goes on to talk about how our neighborhood has gotten a really good look lately at the street homeless population and then “that is not exactly what we are proposing in this location.” So, I am asking, what “exactly” are they proposing? Since disabilities include not only mental health issues, etc alcohol, drug and substance abuse can also fall under disabilities. One board member felt that since the Adelphi 24/7 Homeless shelter/drop in center will most likely not have their lease renewed this area may not have as many homeless. Please remember RISE has been closed for some time now during their renovation & when they do reopen, they are also opening with their new “HOMEBASE”. www.riseservices.org/what-we-do/support-services/homebase/ “It’s a low-barrier, psychosocial day program” Homebase will include: Telehealth Conference Rooms, Café/Kitchen, Computer Room, Living Room, games, books, a television, pool table, foosball table and Art Studio. I believe that this will be the substitute. I wish RISE would be more forthcoming regarding these 30 units in this housing complex in a residential area. “The Finley” has a proposed playground so it may not be safe for children as the proposed County Code Blue Shelter, Adelphi Shelter, Rise “HOMEBASE” and the County Mental Health Center are all low barrier.
