Introduction This report addresses the proposed on-site wastewater disposal system at the Saratoga Equine Hospital (the project). The project is located at 63 Henning Road in the City of Saratoga Springs, New York approximately one quarter mile north of Union Avenue (NYS Route 9P). Municipal water and wastewater services are not presently available in the immediate vicinity of the project. The existing facilities total approximately 27,000 square feet and are used for equine medical and surgical purposes. The Applicant proposes to expand the facilities to provide for an approximately 8,400 square foot building. The building will include stables, office space, and isolation stalls. The expansion will involve the demolition of an approximately 4500 square foot existing stables building. II. Existing Water and Sanitary Sewer Utilities The project water supply is from two on-site wells. There have been no reported problems with either the quality or quantity of the existing water supply. No modifications to the existing water supply system are proposed for this project. Additionally, the project will not result in an increase in water demand. The existing on-site wastewater disposal system reportedly consists of a septic tank, a distribution box and a disposal field that serves the existing stables. There is also a system that services the southern buildings consisting of two septic tanks, one distribution box, an effluent pump, and a two-section absorption field that separately treats domestic wastewater and wastewater from wash down area drains. The systems have been functioning properly according to the maintenance staff. III. Estimated Wastewater Flows 2 Wastewater flows are estimated by comparing standard flow rates and actual water meter use data for a similar facility in Kentucky. Since the actual measured use is higher than the standard rates, the actual measured use rate from a similar facility will be used for this design. Water meter readings from the period April 18, 2013 to October 22, 2013 at an existing similar facility operated by the Owner indicate an average daily water use of approximately 1,000 gallons (See Attachment A). This is based on total water used and considers a 6 day work week. The existing similar facility has a floor area of 17,279 square feet. Dividing the average daily use by the floor area gives 0.058 gallons per day per square foot (GPD/SF). For design purposes we will use 0.06 GPD/SF. The isolation stables included in the project will result in a total occupied floor area of approximately 950 SF. Multiplying by 0.06 GPD/SF gives a total daily use of approximately 57 gallons (GPD). The space occupied by office and stable space in the project has the same amount of stable space and office workers as the existing building. The existing building also houses a two-bedroom apartment, which will be demolished. Therefore, the flow from the new office space and stables will be less than the flow from the existing building, and suitable for the existing septic tank size of 1000 gallons. Considering this, flow from the new stables and office space can be directed to the existing septic system. As a horse safety measure, flow from isolation stalls, which may include bacteria or diseases that pose a danger to other horses, will be treated by a new septic system. Refer to Attachment A for the water use data and complete analysis. IV. On-Site Wastewater Disposal System Design Domestic wastewater will be disposed of in a conventional absorption trench septic system. Deep-hole test pits and soil percolation tests were conducted on May 21, 2025. The results of these tests are included on the design plans. 3 The minimum required septic tank size for this flow is 86 gallons. The minimum allowed by NYSDOH standards is 1,000 gallons. A new 1,000 gallon two-compartment septic tank is proposed. The system will be gravity fed, with separate inverts from each floor drain in the four isolation stalls.
