I. Introduction Dempsey Development is proposing the construction of a 6-story mixed use (commercial and residential) building with a total gross floor area of ±28,000 sq. ft. The project site is located at 33-35 Caroline Street in the City of Saratoga Springs, NY. II. Project Description: A) Existing Site Conditions The site, until recently, was occupied by an Auto Repair business and a Pizza Restaurant. Access to the site is provided from Caroline Street and Pavillion Place. The site is surrounded by various similar mixed used and residential developments. B) Proposed Site Conditions The applicant is proposing construction of a mixed used commercial and residential development. The project will include reconstruction of sidewalks, new utility connections, and other associated appurtenances. Indoor parking is also being proposed as a part of the project. The project would connect to the Saratoga County Sewer District sanitary sewer system and the City's water system. III. Utilities: A) Water The proposed ±28,000 sq. ft facility will be serviced by a proposed 6” fire service line from the existing 6” main located within Pavillion Place and an existing domestic water service off the 4” water main within Caroline Street that is proposed to be reused. Water line will be equipped with back flow preventors and pressure regulators as required. Water service in this area is under the jurisdiction of the City of Saratoga Springs. B) Sanitary Sewer Sanitary sewer service for the proposed facilities is proposed via an 8” gravity sewer service connection to the existing 12-inch sewer main along Caroline Street. Based on the attached Sewer Flow Calculation Letter, total expected flow is ±8,600 GPD. Daily Sewage Flow Rates (Refer to the attached Sewer Flow Letter): 44 Beds@ 110 gal/bed/day = 4,400 GPD Potential Restaurant: 60 seats @35 gal/seat/day = 2,100 FPD Potential Restaurant: 60 seats @35 gal/seat/day = 2,100 FPD Total GPD = 8,600 gpd Peak Flow (peak factor 4.0) = 23.9 gpm It is anticipated that the existing 12-inch sewer main within Caroline Street has the capacity to handle flows from the proposed project. We are unaware of any capacity issues within the existing sewer system that would prevent a connection.
