Barden, AICP Administrator of OPED City of Saratoga Springs 474 Broadway Saratoga Springs, NY 12866 Re: Request for Administrative Site Plan Review for Improvements at 56 Duplainville Road Dear Susan, As we have discussed, the owners of the 56 Duplainville Road Property (Regeneron) are proposing to construct a security guard house along the entrance road from Adams Road. The building will be approximately 1,365 sf and provide a security checkpoint for employees and visitors. The security building will include parking for 12 cars for security staff and visitors that may need to wait for credentials during the initial check-in. The vehicle lanes will be controlled with electronic arm security gates controlled by card readers and security override control. The existing entrance drive into the site will be modified to split into two lanes on each side of the guard house with card readers and security gates restricting entrance and exit. There will be employee drop-off and pick up areas to accommodate alternate commutes to work. The site access and security are essential to the owners operational requirements that are mandated by other governing agencies. As part of this application, we are requesting the application be considered for administrative site plan review. Per article 13.5-C-2 of the unified development ordinance Administrative Site plan Review the following are the criteria for eligibility or Administrative Review. We believe the following items meet the eligibility criteria for this action:  Nonresidential development over 600 sf but less that 4,000 sf. – this project is proposing a 1,375 sf security building.  Change of use that increases an increase in intensity requiring more parking or a development that increases impervious surface by more than 600 sf. – this project increases impervious area by 18,655 sf which is .007% of the total site area.  Parking for lot of less than 20 spaces. – there are 12 spaces in the proposed development.  Minor modifications to existing site plan approval. – we are requesting the chair of the planning board to consider administrative review for a minor modification to the site plan. We are hopeful that this request and the review of this information will allow the chair to accept and process this review so that building plans and construction can begin this fall. A full set of site plan application materials are attached should the project be required to go through a full site plan review for the purposes of obtaining an advisory opinion.
