The applicant, F4 LLC, is applying for a Special Use Permit to develop a Marijuana
Dispensary within the existing building at 67 West Avenue.
The parcel lies in the Neighborhood Commercial (NC) Zoning District which allows
Marijuana Dispensary by Special Use Permit.
The existing building includes Adirondack Appliance and a vehicle service (detailing) facility
in the rear. The parcel totals 1.27 acres and is bounded by a vacant parcel to the south, the
Saratoga Post office parking lot to the west, wooded land to the north and West Avenue to
the east.
The existing building will be renovated, and the interior spaces will be modified for the
proposed uses. The existing lot includes three curb cuts along West Avenue. At this time
the curb cut to the south will be used for deliveries only. The remaining two curb cuts
service the existing store.
Initially, the proposal includes developing a marijuana dispensary within the central and
rear part of the building and a second retail business in the front. The layout within the
building may shift over time but the building envelope will not change.
The Marijuana Dispensary would consist of a maximum of 4,750 sf to allow for possible
future expansion, will include 4 – 6 employees maximum per shift and the proposed hours
of operation are from 10:00 am to 10:00 pm daily. Processed cannabis products would be
delivered to the store for retail sale only. The applicant has received a license from the
Office of Cannabis Management (OCM).
The parking lot will be re-paved and re-striped, but no other site improvements are
contemplated presently. The applicant plans on future improvements but has not
solidified any plans at this time.
The applicant is requesting the site plan requirement be waived since there is not a
significant change to the existing site, only interior improvements to the building.
