Project Name Rise Housing Proposal Project Number 178.26-1-47 Project Address Finley St Comments While I fully recognize the importance of providing resources for individuals experiencing addiction, mental illness, and homelessness, I worry that placing such a large facility in this location may result in unintended consequences that could negatively affect the well-being of our community. One of my primary concerns is public safety. While transitional housing serves a critical need, it may also attract individuals with complex challenges that can strain local resources and potentially contribute to increased crime or other safety issues 5/28/25, 3:49 PM Mail - Mark Graham - Outlook https://outlook.office365.com/mail/inbox/id/AAQkAGIxYTcxODdiLTE4ZmUtNDdlMy05MTNlLTA4ZjY5NTFhMDAzMQAQANYKqrw5RbpPmP1MUA%2F…1/2 —especially concerning in an area with many families, children, and nearby school bus stops. Our neighborhood already supports a significant share of the city's services, including the Code Blue facility, a “temporary” 24/7 low-barrier shelter (for which I would appreciate an update on relocation plans), the recently renovated Rise building, and the proposed 123-bed permanent Code Blue shelter on Ballston Avenue. As a resident of Spa Drive, I can say that the concentration of these services in one area has been disheartening and, in many ways, detrimental to the surrounding community. In addition, I am concerned about the potential impact on property values. The introduction of a large transitional facility may lower property values and destabilize the long-term financial security of homeowners in one of Saratoga’s last truly affordable neighborhoods. I respectfully urge the city to explore alternative locations better suited for a facility of this scale—locations that would allow these essential services to operate without placing disproportionate pressure on a single residential community. With the level of funding being allocated to these initiatives, I believe it is possible to meet the needs of vulnerable populations while also preserving the integrity and safety of our neighborhood.
