The pertinent question is: is this building simply overbuilt or is it a front runner in a ur-4 zone that will become consistently dense in the future? With the proximity to less dense ur-3 zones across the streets, other new nearby construction of lower density, prevalence of well-maintained historic homes in the block, nearby lower density multi-family dwellings, consistent neighborhood opposition for increased density, the current proposal is inappropriate and needs to be reworked and reduced. The zoning permits multi-family but with city board approval for this very reason. A smaller scale single or multi-family would be better suited for the site.
