L.P.K. of Saratoga, Inc. (the"Applicant')submits this Application for a Special Use
Permit, dated April 11 h, 2025. Applicant is the owner of the parcel located at 15 West Harrison
Street, Saratoga Springs,New York, with Tax Map No. 168.58-2-9 (the"Project Site").The uses
permitted at the Project Site are limited to those provided in the UR-3 Zoning District.Applicant
seeks designation of the Project Site as a Neighborhood Commercial Establishment allowing
uses consistent with article 8 of the UDO, including as an office, arts and fitness studio, specialty
food service establishment, retail goods establishment, personal service establishment, or art
gallery within the existing structure(the"Project'). Importantly,Applicant is not proposing
details for any such uses but simply desires to list the property for sale with the ability to assert it
may be used for these purposes, subject to a Special Use Permit.
The Project Site has served as several commercial operations historically, including but
not limited to auto repair,print shop, wagon shop, and woodworking,daring back to the late
1800s. For the past 42 years,Applicant has used the Project Site as the base of operation for
Saratoga Taxi.As Applicant now intends to sell the Project Site,we are seeking to secure
confirmation that the Project Site had the benefit of the designation as a Neighborhood
Commercial Establishment.Due to its current and historical use,Applicant believes the Project
Site serves best as commercial space, and so we request the Project Site be properly zoned for
such in order to be marketed and viewed by prospective purchasers.
