HomeMy WebLinkAbout20250271 20 Skyward Dr Site Plan CME Traffic Study ENGINEERS �- Creighton PLANNERS Manning SURVEYORS April 3, 2017 Mr.John Munter Munter Enterprises, Inc. 881 Murray Road Middle Grove, NY 12850 RE: Traffic Assessment, SKS Bottle Distribution Plant, Geyser Road, City of Saratoga Springs, New York; CM Project No. 117-048 Dear Mr. Munter: This letter summarizes the traffic assessment conducted for the proposed SKS Bottle Distribution plant located on the north side of Geyser Road (CR 43)approximately Y2 mile west of NY Route 50 in the City of Saratoga Springs.This evaluation is based on information provided in the site plan prepared by Miller Associates included under Attachment A. 1.0 Project Description The site plan indicates that build-out of the site will include approximately 253,000 square feet (SF) of warehouse/light industrial space in Lot 5 to house the proposed SKS Bottle Distribution Plant. It is noted that Lot 1 and Lot 2 are vacant; however, it is anticipated that these areas could be developed in the future and are zoned as general light industrial.Although there are no plans for Lots 1 and 2, a sensitivity analysis is included in this assessment to evaluate potential build-out of the site.Access to Lots 1,2,and 5 is proposed via one full access driveway on Geyser Road. it is noted that the Site Driveway will intersect Geyser Road just east of a gravel service road associated with the Canadian Pacific Railway Saratoga Yard. The gravel service road will remain after development of the plant. The project is anticipated to be operational in 2018.The study area is shown on Aerial Image#1. >r �.. 4K _ Project Location w Geyser Rd(CR 43} 2 Winners Circle Aerial Image#1 Albany,NY 12205 518.446.0396(p) 518,446.0397 (f) www.cmellp.com Mr.John Munter Apr#3,2417 Page 2 of 9 2.0 Existing Conditions Roadways in the Study Area Geyser Road (CR 43) is a two-lane roadway with one 11-foot wide travel lane in each direction with five to ten-foot wide paved shoulders. Geyser Road generally provides east-west travel from NY Route 50 to CR 49. Traffic volume data collected for this project shows that Geyser Road serves approximately 11,300 vehicles per day(vpd) near the project site. Heavy vehicles account for approximately nine percent of daily traffic. It is noted that in previous studies conducted for the WJ Grande Industrial Park (located adjacent to the project site), the City identified concerns related to the NY Route 50/Geyser Road intersection. Improvements at this intersection and along Geyser Road are currently planned by the New York State Department of Transportation (NYSDQT) as part of three projects including: Geyser Road Safe Routes to School (PIN 1759.59), Geyser Road Bicycle/Pedestrian Trail(PIN 1760.11), and Geyser Road/Route 50 Intersection Improvements (PIN 1759.83).The scope of these projects are as follows: • Constructing sidewalk connections related to the Geyser Road Elementary School including a signalized pedestrian crossing adjacent to the school (PIN 1759.59). ■ Constructing pedestrian/bicycle accommodations from the Milton Town Line to the NY Route 50/Geyser Road intersection via a multi-use trail or sidewalk. This project includes a new traffic signal with pedestrian accommodations(push buttons and count down timers) at the Geyser Road/Cady Hill Boulevard intersection (PIN 1760.11). ■ Improvements at the NY Route 50/Geyser Road intersection to include a new traffic signal with pedestrian accommodations(push buttons and count down timers)across Geyser Road and widening of Geyser Road to include a separate eastbound left turn lane (PIN 1759.83). The complete construction of these three projects will result in improved operations for pedestrians, bicyclists, and vehicles in the study area.The posted speed limit adjacent to the project site on Geyser Road is 35-mph.Land uses near the site include residential,commercial, industrial, recreational, an elementary school,and undeveloped land. Data Collection An automatic traffic recorder(ATR)was installed on Geyser Road in the vicinity of the project from Wednesday, March 8, 2017 to Monday, March 13, 2017 to collect two-way traffic volumes and vehicle speed data. The raw ATR data is included under Attachment B and provides existing traffic conditions adjacent to the project site. The volumes are shown on Figure 1-1 and form the basis for all traffic forecasts. Turning movement spot counts were conducted for similar land uses on Geyser Road at the Cady Hill Boulevard intersection to verify local traffic distribution patterns during the AM and PM peak hours. 3.0 Sight Distance Evaluation The available intersection sight distance from the Site Driveway intersection was measured from the perspective of a vehicle looking in both directions along Geyser Road. The intersection sight distance looking straight ahead for a vehicle traveling east on Geyser Road and turning left into the Site Driveway was also measured, as illustrated in Diagram 1. The available intersection sight distance on a side street should provide drivers a sufficient view of Mr.John Munrer Apri13,2017 Page 3 of 9 the intersecting highway to allow vehicles to enter or exit the intersection without excessively slowing vehicles traveling at or near the operating speed on the intersecting mainline. The available stopping sight distance on a roadway should be of sufficient length to enable a vehicle traveling at or near the operating speed to stop before reaching a stationary object in its path. Due to the proposed land use at the site, sight distance was measured for both passenger cars and heavy vehicles (combination trucks). Speed data collected by Creighton Manning indicates that the 851h percentile speed on Geyser Road in the vicinity of the project site is approximately 45-mph. The available sight distances were compared to the guidelines presented in AASHTQ A Policy on Geometric Design of Highways and5treets,2011 fora 45-mph operating speed on Geyser Road and are summarized in Table 1. Mr.John Munter April 3,2017 Poge 4 of 9 The following is noted regarding the sight distance evaluation: ■ Geyser Road/Site Driveway_— The available Stopping sight distances at the Site Driveway located on Geyser Road meet AASHTO guidelines for the measured operating M speed. A review of criteria in the New York State Supplement to the National Manual of Uniform Traffic Photograph 2—Sight distance looking right(DR)from Control Devices {National MUTCD} Site Driveway indicates that while the available sight distance does not meet the desired AASHTO guideline for a combination truck, it is not critically limited and therefore does not require mitigation such as placement of an intersection warning sign. 4.0 Traffic Assessment Trip Generation Trip generation determines the quantity of traffic expected to travel to and from a given site. The Institute of Transportation Engineers' {ITE} Trip Generation, 9th Edition, is the industry standard used for estimating trip generation for proposed land uses based on data collected at similar uses.Based on information provided by the client,the proposed SKS Bottle Plant(Lot 5) will accommodate approximately 125 employees after full build-out of the parcel. Trip generation for the proposed project was estimated using land use code (LUC) 150 for a Warehouse based on the number of anticipated employees. Table 2 summarizes the trip generation estimate for the AM and PM peak hours which includes both passenger cars and heavy vehicles. Future Traffic Volumes To evaluate the operations of the proposed site access intersection, traffic projections were prepared for the 2018 design year. Future traffic volume projections typically include trips associated with specific "other development" projects approved in the study area and a general background growth rate. Information provided by the City of Saratoga Springs Planning Department indicate that there are two"other development" projects that will increase traffic volumes in the study area.These are summarized below: • Beaver Pong Village—94 single unit homes located on Geyser Road approximately Y2 mile west of the site (15 homes built and occupied) • Slack Chemical Company Expansion—29,990 SF expansion to the existing warehouse located at 3 Unlimited Drive approximately one tenth of a mile west of the SKS Bottle Distribution site In addition, a regression analysis using traffic volume data published by the NYSDOT shows that traffic volumes in the study area have slightly decreased over the last several years; therefore,the 2017 Existing traffic volumes were increased by% percent per year to provide a conservative general background growth estimate. The 2018 No-Build traffic volumes are shown on Figure 1-2 and represent the expected traffic volumes in 2018 without construction of the proposed development. It is noted that a combination of the general background growth and other development traffic volumes have conservatively taken into account all expected growth in the corridor that may occur over the next year prior to the construction of the proposed project. Trips associated with the proposed project were distributed at the Site Driveway intersection based on existing and anticipated travel patterns. It is expected that 20 percent of the site generated traffic will travel to and from the west on Geyser Road and 80 percent will travel to and from the east on Geyser Road. Trips were assigned to the Site Driveway to develop the 2018 Build traffic volumes.The 2018 Build traffic volumes represent the future traffic volumes after the project is complete. The traffic distribution, trip assignment, and 2018 Build traffic volumes are shown on Figure 1-3 through Figure 1-5. Heavy Vehicle Access Site specific operations of the SKS Battle Distribution plant indicates that the 253,000 SF site will generate approximately 32 daily trucks trips (16 entering and 16 exiting). It is expected that these truck trips will be evenly distributed over the course of a typical 8:00 a.m. to 5:00 p.m.work day;therefore, it is anticipated that the site will generate approximately four trucks (two entering and two exiting)during the AM and PM peak hours(excludes a lunch hour). It is also anticipated that the site will generate approximately 12 daily common carrier(UPS, etc.) truck trips(six entering and six exiting); however,these will generally occur between 2.00 and 4.00 p.m.which is prior to the afternoon peak commuter time period. Geyser Road currently serves approximately 690 vehicles during the AM peak hour and 935 vehicles during the PM peak hour (9 percent heavy vehicles during both peaks). With construction of the project, traffic volumes are expected to increase to approximately 755 Mr.John Munter April 3,2017 Poge 6 of 9 vehicles during the AM peak hour and 1,010 vehicles during the PM peak hour. Based on the anticipated peak hour growth, it is not expected that heavy vehicle percentages on Geyser Road will increase as a result of the project. It is anticipated that heavy vehicles will primarily access the site from the east via NY Route 50. Traffic Operations Intersection Level of Service (LOS) and capacity analysis relate traffic volumes to the physical characteristics of an intersection. Intersection evaluations were made using Synchro Version 8 Software which automates the procedures contained in the Highway Capacity Manual. Table 3 summarizes the results of the level of service calculations for the proposed project. The detailed levels of service analyses are included under Attachment C. It is noted that heavy vehicle percentages turning into and out of the site during the peak hours have been included in the intersection evaluations. The level of service analysis also indicates that the eastbound Geyser Road left turn movement will operate at LOS A during Build conditions during both peak hours. The simulation software (SimTraffic) used to model traffic operations in the study area indicates that adequate access will be provided after development of the site. 5.0 Sensitivity Analysis A sensitivity analysis was conducted to determine potential traffic impacts if Lots 1 and 2 were also developed and occupied by 2023. While there are no known tenants or concept plans associated with these lots, it was assumed that they could be developed with a similar land use type and density as the SKS Bottle Distribution plant. It is anticipated that Lot 1 and Lot 2 could accommodate a 133,000 SF and 105,000 SF warehouse, respectively, if they were developed similar to Lot 5. Table 4 summarizes an AM and PM peak hour trip generation estimate for a warehousing land use(LUC 150). The site will also generate an additional 133 vehicle trips during the PM peak hour(33 entering and 100 exiting) resulting in 207 total vehicle trips when combined with the SKS Bottle Distribution traffic volumes.The trips associated with full build-out of the site were distributed and assigned onto the adjacent roadway network similar to the SKS Bottle Distribution site as shown on Figures 2-1 and 2-2. The trip assignment was added to the 2023 design year traffic volumes (Figures 2-3 and 2-4) which were developed similar to the 2018 No-Build traffic volumes. Figures 2-S and 2-6 show the future 2023 Build Sensitivity traffic volumes. Table 5 summarizes the results of the sensitivity level of service analysis completed for Build conditions during the AM and PM peak hours. A review of the traffic simulation indicates that adequate operations and vehicle gaps will be provided at the Site Driveway intersection after development of the site. In addition, a review of the southbound Site Driveway volume to capacity (v/c) ratio indicates that while this approach may experience higher vehicle delays during the PM peak hour, adequate capacity will be provided. This operating condition is considered acceptable during peak periods.. It is noted that the sensitivity analysis is based on anticipated development on Lots 1 and 2; therefore, the City may require that an updated traffic assessment be provided when there are known tenants and land uses on these parcels. Mr.John Munter April3,2017 Page S of 4 6.o Conclusions The proposed project includes the construction of the SKS Bottle Distribution plant with a maximum build-out plan of 253,000 SF in Lot 5.The development is expected to generate 64 new vehicle trips during the AM peak hour and 74 new vehicle trips during the PM peak hour. Access to the site is proposed via one full access driveway intersecting Geyser Road. In addition, the sight distance evaluation indicate that that AASHTO guidelines are met looking in all directions for a combination truck with exception of a driver looking right from the Site Driveway to make a left turn onto Geyser Road.The sight distance looking right for a combination truck is somewhat limited by a vertical curve on Geyser Road and is approximately 90 feet less than the AASHTO recommended guideline for a 45 mph operating speed; however, a review of criteria in the National MUTCD indicates that while the available sight distance does not meet the desired AASHTO guideline,it is not critically limited and therefore does not require mitigation such as the placement of an intersection warning sign. ■ A sensitivity analysis conducted to determine potential traffic impacts associated with full build-out and development of Lots 1 and 2 indicates that the site would generate an additional 182 trips during the AM peak hour and an additional 133 trips during the PM peak hour. • The sensitivity level of service analysis indicates that under stop sign control, the southbound Site Driveway approach to Geyser Road will operate at LOS C/E during the AM and PM peak hours with average vehicle delays less than 50 seconds.A review of the traffic simulation indicates that adequate operations and vehicle gaps will be provided at the Site Driveway intersection after full build-out of the site.
