The subdivision of land created one new single-family residential parcel now known as 131 Middle Avenue(Tax ID 166.46-3-5.2). As part of the subdivision approval process, conditions were included on the Notice of Decision signed May 11, 2017(see attached): 1 Exi6ting sugar fnaple and- mature trees-to rew of;ot shall be pmaep-ted M.9ith appFgpriate note-and-4% pFutecli p detail to be tided to plans. (Condition removed administratively 612121) 2. Single curb cut shall be established in concert with existing curb-cut to east, widening to total of 20 feet maximum. 3. Structure shall be constructed to build to frontage consistent with existing homes to either side — approximately 10' from front property line. 4. Garage shall be recessed from front of the residential structure. 5. Street tree species along Middle Avenue shall be selected in accordance with City Staff. The Applicants worked with a local architectural design firm to design a residence that met the above conditions, eliminating the first floor primary suite from the original requirements list, as a means to meet the conditions_ When designing the recessed detached garage, it was determined that the sugar maple and mature trees would not thrive in the remaining space. On August 2, 2-021 administrative action was taken to approve the removal of the maple tree on the property. The Applicant agreed to coordinate with the City Arborist and plant a large specimen tree in the City ROW on Middle Avenue (no electric power lines) and a small specimen tree in the City ROW on York Avenue as mitigation for removing the heritage tree. Following the administrative action, the Applicants removed the sugar maple and prepared the site for construction with their builder (not Kodiak Construction at the time). As the Applicants got closer to the start of construction, the cost of construction kept rising in a post-Covid economy, and the builder notified the Applicants of the cost increases. The cost of construction was now significantly over budget. After a lot of back-and-forth in price discussions, waiting for prices to come down and inflation to steady, the Applicants reached out to Kodiak Construction in Fall 2023 to request pricing on the architectural design as a check against the original proposal. The second proposal confirmed that prices to build this design, meeting all the above conditions were still too high. In early winter 2024, Kodiak began value engineering the architectural drawings while the Applicants requested an extension on the zoning approvals for the architectural design. It was expected that the value-engineered plan, although scaling-back the finishes significantly, would be buildabie. However, this was not the case as the home remained significantly over budget. This forced the applicants to take a step back and evaluate the absolute requirements for this, their final home. Upon final reflection, the applicants require a first floor primary suite to support the ability to age in place. Both Applicants have aging parents in Saratoga $ Schenectady and need the ability to care for them in this home. Additionally, Mike has been living with Multiple Sclerosis and wants to ensure this final home is designed to accommodate any future mobility impairment tolfrom and within the home as the disease progresses. These health-related concerns gave reason for pause on the original architectural design because that design placed all bedrooms on the second floor and includes a detached garage that will require more snow& ice maintenance to both access the vehicles and reach the home and street, making it a less accessible design. Kodiak Construction offered a floor plan (see attached), as an alternative to the original architectural design. The front-load garage house is a style of construction that became predominant after WWII with the increasing need for family vehicles. This residence is more accessible, having a first floor primary suite, attached garage, and covered outdoor spaces, reducing the need for maintenance, while enjoying both indoor and outdoor spaces. Enclosed are the site plan overlay of the previously approved architectural design (blue) and the new floor plan (black) indicating _ the overlap in design and the variation in design, as well as a Map of the neighborhood (see attached), showing how construction downtown after WWII includes front-facing garage design for a lifestyle that is more accessible to all family types in downtown Saratoga Springs. The Applicants noted two houses recently completed on the East Side within the UR3 District that support the front-facing garage style, one constructed at 88 Ludlow Street and a second constructed at 229 Caroline Street. The new design improves the four setbacks and permeable area of the property as compared to the original architectural design, while requiring a zoning variance for the maximum building coverage due to the first floor primary suite and covered outdoor living space. An area variance application has been prepared and submitted to the Zoning Board of Appeals to request relief on the building coverage.
