Project Description The 30 - 30 %2 Caroline Street project consist of the construction of a new mixed-use building at 30 & 30 '/2 Caroline Street, Saratoga Springs,NY 12866. The property is bound by Caroline Street to the north, the west by Hamlet& Ghost, the east by The Wild Horse, and the south by The Ice House. The building is anticipated to have (17) one-bedroom apartments, (23) studio apartments and 4,593 sf of commercial space. It should be noted that eleven(I-bedroom)units and 1,825 sf of commercial space was approved under a previous project and this is an expansion of that project. II. Existing Water, Sanitary Sewer, and Stormwater Utilities Existing Water Utilities Municipal water service is available from the City of Saratoga Springs. A 4-inch diameter water main is located along Caroline Street. Existing Sanitary Sewer Utilities Municipal sanitary sewer service is available from the City of Saratoga Springs. An 8-inch and a 20-inch diameter sanitary sewer main run along Caroline Street. This sanitary line eventually connects to the Saratoga County Sewer District No. 1 (SCSD),where it ultimately is directed for conveyance and treatment at the SCSD wastewater treatment plant in Mechanicville. Existing Stormwater Utilities Existing stormwater infrastructure local to the project consist of two catch basins located on the north and south side of Caroline Street approximately 10' east of the project area. These catch basins direct stormwater east along Caroline Street in an 18"pipe. Additionally, there is an existing on-site catch basin along the east side of the property that is connected to the large underground City box culvert that discharges to Spring Run. III. Proiected Water and Wastewater Flows The table below provides information on the anticipated wastewater flow rates for the project: Description Use Rate Total Use Apartments (40 Bedrooms) 110 gpd/bedroom l 4,400 gpd 40 Seat Restaurant 35 gal per 1,400 gpd seat/day' Total 5,800 gpd Previously Approved 1,393 gpd Average daily flow for wastewater is estimated to be 6.0 gallons per minute (gpm)based on a 16-hour day. Estimated peak hourly flow is 25.2 gpm (4.2 x average).Z Average daily demand for water is estimated to be approximately equal to the wastewater flow or 6.0 gpm. IV. Proposed Water,Wastewater, and Stormwater Utilities Proposed Water Utilities To service the project, a 4" DIP water service is proposed to connect from the new building to the 4"municipal water service in Caroline Street. Connections and appurtenances, including corporation stops, trenching, bedding, service connections, as well as testing and disinfection will all be specified in accordance with City of Saratoga Springs and NYSDOH standards. Proposed Sanitary Sewer Utilities For sanitary sewer collection, a 6"PVC sewer lateral connection from the new building to the municipal sewer service in Caroline Street is proposed(approved with the 30 Caroline Street project). The lateral will be installed at a minimum 2.0% slope per City of Saratoga Springs requirements to ensure adequate pipe cleansing. Proposed Stormwater Utilities The NYSDEC General Permit for Stormwater Discharges from Construction Activity(GP-0-25- 001) requires the preparation of a SWPPP that includes post-construction stormwater management practices for projects that disturb greater than 1 acre of land except for a few specified scenarios. The City or Saratoga Springs requires the preparation of a City SWPPP that includes erosion and sediment control practices only for projects that disturb between 0.25 and 0.49 acres of land. The 30—30 %2 Caroline Street project will disturb 0.23 acres of land and is therefore exempt from preparing a SWPPP. For stormwater collection a 6"HDPE storm lateral connection from the new building to the municipal storm service in Caroline Street is proposed. The lateral will be installed at a minimum 0.5% slope. A new catch basin is proposed in the new rear parking area and will connect to the existing storm manhole,that ultimately discharges to the City underground box culvert. Notes 1.
