RE: 115 Regent Street_ Exterior Modifications & Demolition
Dear Tamie,
The Saratoga Springs Preservation Foundation reviewed the application for exterior
modifications and demolition at 115 Regent Street.
The circa 1874 building was originally built as the carriage house for 42 Circular Street. In
1930, it was converted to faculty housing for Skidmore College and then became the Beagle
School in 1978. It is a contributing building to the Casino - Congress Park - Circular Street
Historic District listed on the National Register of Historic Places.
This application should be reviewed in conformance with the City of Saratoga Springs Unified
Development Ordinance. The following portion of the ordinance needs to be considered when
reviewing this application:
Article 13.9 Design Review H. Historic Review Approved Standards:
1. Historic Review
a. Preserve Rather than Remove:
Distinguishing the original features of a structure or site is essential to the historic
quality and character of that site. Distinguishing original qualities or character of a
structure, site, and/or its environment must be preserved and protected to the maximum
extent possible. Destruction or alteration of any historic material or distinctive
architectural feature should be avoided.
b. Repair Rather than Replace:
Distinctive architectural features that characterize a structure or site must be repaired
whenever possible. If replacement is necessary, the replacement should match the
original in composition, design, color, texture, and other visual qualities.
Per the City of Saratoga Springs Historic District Guidelines for Windows and Doors:
Windows:
• Maintain original trim details and the original configuration, size, shape, and
proportion of windows.
• Original window size and location should be preserved. Do not replace windows with
units that alter the original size of the window openings or trim detail.
• Replacement windows should match the existing in material and design and should be
based on historic evidence. If no historic evidence is available, the windows should
match the design and materials of the architectural style and period of the historic
building.

Per the City of Saratoga Springs Historic District Guidelines for Roofs:
• Repair and maintain original roofing materials whenever possible.
• If replacement is necessary, the roof should match the original design, size, shape,
material and texture or should be based on historic evidence. If no historic evidence is
available, the roof should match in design and materials the architectural style and
period of the historic building.
Per the City of Saratoga Springs Historic District Guidelines for Exterior Claddings:
• Every effort should be made to preserve original, historic exterior cladding
• If exterior cladding is so deteriorated or damaged that it cannot be preserved, new
cladding should be replaced in-kind and match the original or historic cladding in
design, texture, and other visual qualities.
Based on the above Ordinance and Guidelines, every effort should be made to preserve the
existing historic windows. Replacement of sound, repairable historic material is never
recommended.
The Foundation does not object to the removal of the two front porches, the secondary entrance
of the primary facade as it is not original, nor the chimney. It also does not object to the
proposed changes to the rear elevation and the replacement of the vinyl windows. The
Foundation is pleased the applicant is retaining the primary entrance with a historic door as
well as the carriage house doors.
Any existing historic windows should be preserved. Based on the information provided
regarding the condition of the windows, the Foundation does not support the replacement and
change in configuration of the wood windows located in the first bay of the shed roof dormer
on the north elevation. However, it supports the proposed fenestration changes of that dormer.
The Foundation also does not support the replacement and change in configuration of the wood
windows on the south elevation shed roof dormer.
The Foundation also does not support the wholesale replacement of the siding, particularly on
the primary facade. It also does not support the replacement of the standing seam metal roof
with composition singles.
