The Planning Board reserves the right to request additional information, as necessary, to support an application. FEBRUARY 26,2025 FAX NUMBER: TOTAL NO.OF PAGES INCLUDING COVER: 2 pg letter with Sketch Plan Application PHONE NUMBER: SENDER'S REFERENCE NUMBER: RE: MUNICIPAL REFERENCE NUMBER: Grewal Market—Sketch Plan #54 Church St.,Saratoga Springs,NY ❑ URGENT 0 FOR REVIEW ❑PLEASE COMMENT ❑ PLEASE REPLY ❑AS REQUESTED Respected Planning Board Members: Y Engineering herein respectfully submits the attached application for Sketch Plan review of a development concept for the Grewal Properties,LLC site located at#54 Church St. Gurdev Grewal is the owner of the property and current fuel station located at the South East corner of Church St. (Rte. 9N) and Clinton Ave. On his behalf,we propose the following: - Demolition of the existing one story brick/block structure housing the existing store - Reduction of number of fuel pumps from 8-4. - Construction of a new 4 story mixed-use structure of approx. 50'x 80'at the South of the existing property to allow for continued fuel station use 0 l'Floor-Grade Level: Commercial Use ■ Expanded Market and Fuel Station Use (by current owner) ■ 2'Tenant preferred coffee&beverage franchise 0 2"a,3'&4'Floors: (4)Apartment Units on each floor o Roof Top: (1) Penthouse apartment,utilities and outdoor patio space - Site modifications to driveways for improved on-site traffic management - (13) On-site shared parking spaces - Updated sidewalks for pedestrian safety - New civic area,including art space,at corner of Clinton Ave.&Church St.intersection We understand that the City of Saratoga UDO requirements will necessitate application for variances related to the proposed project. Therefore,we suggested to the property owner that application be made for a Sketch Plan Review by the Planning Board prior to the preparation of detailed plans for site plan or the actual building structure. The following site restrictions and UDO requirements are listed as follows for discussion: o Frontage:Although the property tax map address is #54 Church St.,the property "front"has been determined to be along Clinton Ave.as that property dimension is narrower in relation to the Church St. /Rte 9N side. Therefore,the City Planning Dept.has requested that the new building present to Clinton Ave. and not Church St.To accommodate this request,as well as for better visibility,the new building is proposed to have a corner entrance. o Existing Utilities: The Owner recently installed new fuel tanks and pumps on the property at a significant cost. Moving the tanks and pumps would be an extremely costly endeavor. The current project proposes to place the new building to the South East of the property so that the tanks and pumps may remain in place. o Variances: Variances will most probably be required. ■ Front setback/Build to line along Clinton Ave. ■ Front setback/Build to line along Church St. /NYS Rtte 9N. ■ Build Out length along Clinton Ave.&possibly Church St. o Design Review Board:Review&approval will be required for demolition,mass &scale&overall design as the property is located within an Historic Review District. Subsequent application to the DRB is proposed following sketch plan feedback from the Planning Board. ■ The elevations sketches attached to this submittal are very conceptual in nature and intended to provide a general overview of the size of the proposed building. ■ We understand that the sketches do not have the level of detail,materials, etc. to undergo a DRB review at this time. We respectfully request to be placed on the next available Planning Board agenda for sketch plan review. We look forward to discussion of the site development concepts with the Planning Board so that we may evaluate the best manner in which to proceed.
