The proposed concept plan for the PUD parcels involves the development of eight single- family homes
and a 4-unit mixed- use building. Two of the single- family homes will have frontage, consistent with the
recently approved lots. The other six are proposed on a private Lane with access from Frank Sullivan
Place. Three of the single- family homes will also have detached guest units. The proposed multi-use
building will have frontage on Frank Sullivan Place and will include three stacked residential units, an
efficiency unit for owners’ guests and an approximately 800-1,000 square- foot commercial space. The
commercial space is intended to operate seasonally during the summer months/ track season as an art
gallery or tourist retail establishment.

Decision: Approve
Comments: The Saratoga County Planning Board had some points of discussion regarding the proposed
project, even though it was determined there were no significant County-wide or intercommunity
impacts.
Public Benefit Location: The proposed public benefit seems to be unrelated to the actual project site,
which might raise questions about its effectiveness and relevance in the immediate area.
Proximity to Horse Barns & NYRA: The project is situated between horse barns used by the New York
Racing Association (NYRA), which operates during the spring and summer months. This suggests that
NYRA's input may be important to ensure there are no conflicts or issues with the surrounding activities,
especially if the project affects traffic or operations related to the racing season.
Lack of Parking for Commercial Space: The commercial space did not include any parking component,
which may be reconsidered as on-street parking is not readily available in this location. This could lead
to logistical or accessibility issues, particularly for patrons or employees of the business.
Addressing parking solutions and understanding NYRA's perspective may be important next steps.
