Subject: Application for Design Review
Background:
When I purchased the property in 2002 there was an front stairs and no front
driveway for the property. In that year I applied for a curb cut from the city and
installed a driveway. In approximately 2004 1 moved the front steps to the side of
the porch thereby making them more readily accessible to the driveway. They
served the entry well for more than a decade but the porch itself is dated and
wearing out and needed an overhaul and the steps were becoming rickety.
During the pandemic in 2020 1 had time and a spare crew and decided to take
that moment to rebuild the steps in their original location with some of my favorite
details, as a precursor to redoing the porch, As such the new stairs is structurally
independent of the porch so I can work on them separately. I was not aware that
I was in an architectural review district and on the friendly advice of my lawyer, a
former city attorney, I went ahead with the project. In the intervening years I
have had many great comments on the installation and feel it is both well done
and an attractive addition. That not withstanding I understand that there remain
design issues that need to be resolved, not the least of which is to satisfy the
permit requirements and to ensure that an adequate or better, code compliant
hand rail is installed. I had been leaving that until I refurbished the porch, a
project I would like to undertake as part of this effort.
The project has a Part A, a Part B and in the future a Part C. Part A is intended
to rectify the issue of not having obtained a permit and therefor applies to the
"new" stairs and to the screen of the hot tub house which is at the end of the
driveway. A plan drawing and elevations have been provided which show the
existing situation as well as the new plans.
Part B is intended to gain approval for the porch refurbishment and for the
installation of the easy access ramp along the east side of the house and to
formalize the new installation of the Hot Tub House Screen.
Part C, when it comes to fruition within the next 2-3 years, will see a replacement
of the existing single story roof, which is in excess of 100 years old and is
compromised, leaking during heavy rain storms. My intent is to replace that roof
with a flat roof and a parapet style perimeter. As such the footings I intend to use
for the easy access ramp will be designed to eventually support the new roof and
a brick parapet. This will necessitate a post design that works through the
completion of Part B and can be modified for the eventual Part C. My intent is to

time to do the roof I will use the same colonial columns as are now on the front
porch, placing 4 of them down the side of the ramp at the same height. This idea
is detailed in the drawings.
Neighbourhood Facades:
I have collected photos of almost all, if not all, facades in the immediate two block
vicinity for comparison purposes. While there are many houses that are similar
in design to each other, there does not appear to be any house similar in design
to mine. Perhaps one or two might be close but it remains, I think a distinctly
different house within the immediate area.
Here are some details about the facades within the neighbourhood. Of the 65
homes photographed;
❑ 7 had no porch to speak of, or were just steps
❑ 40 had what you might call traditional porches
❑ 35 had baluster style railings
❑ 15 had either solid shingle or siding railings
❑ 18 designs were clearly not traditional so "simple or modern or ad hoc"
❑ 46 of them had houses that did not meet the setback requirements for UR-

In terms of continuity of design steps were constructed of a variety of materials
from stone, to concrete to unpainted wood to pressure treated and/or painted
wood.
Balusters, typically of turned wood, were most common with, metal, and square
wood being also being used.
Decking materials were not examined.
My own design will utilize traditional decking materials, modern square metal
balusters, and traditional mahogany for top and bottom rails of the railings.
Posts in place will not be changed.
