Housing-KCG Development LLC
Redevelopment of the 5.1-acre site by removing (8) 4-unit buildings and
replacing them with three buildings that will have a total of 68 residential units
and 12,000 sf or retail space.
Location: Allen Drive off Kirby Road on south side of Church Street (NYS Rt.9N) and
south of Tait Lane

Reviewed by the Saratoga County Planning Board on August 15, 2019.
Decision: Approve
The subject property to be redeveloped is located in the city's UR-4 and T-4 districts
and comprises a total of 5.1 acres located on both sides of Allen Drive:
West side of Allen = UR-4 (3.8 acres),
East side of Allen = T-4 (1.3 acres).
Building construction will begin with the demolition of 8 existing apartment buildings
(single-story, 4-unit bldgs.) on Allen Drive - 6 on west side, 2 on east side.
New construction On Allen Drive will involve three 2-story buildings with a total of 68
dwelling units (with a mix of market-rate rentals and below-market):
2 buildings on west side of Allen
28 units each
1 building on east side
12 units, and
A mixed-use component with 12,000 s.f. of commercial and/or retail
space.

The property will be serviced by public water, a 6"-main on Allen and public sewer, a
10"-main also on Allen. The parcels/buildings will access an existing road system and
new off-street parking is proposed to meet city standards for T-4 zoning. An on-site
stormwater management area of detention and infiltration ponds will be constructed
as there is no city storm system to tie into.
In its recommendation of approval, the SCPB noted that what is proposed for
development is in accord with and favorable to the criteria established as REVIEW
STANDARDS FOR SUP:
1. To what extent is the use in harmony with, promotes the general purposes and
intent of the Comp Plan, zoning. ord., and health, welfare and safety of
city/residents.
2. Neighborhood compatibility, impacts on community character (adjoining
properties), density.
3. Impacts of use on vehicular congestion and parking.
4. Impacts on infrastructure and services.
5. Impacts on long-term economic stability and community character.
