Barden,AICP Principal Planner City of Saratoga Springs 474 Broadway Saratoga Springs, New York 12866 Delivered via email: susan.barden@saratoga-springs.org Re: City Designated Consulting Services for Tait Lane Disturbance Permit Application 14 Tait Lane, Saratoga Springs, Saratoga County, New York City PB#20190175 Chazen Project No. 31904.07 Dear Susan: The Chazen Companies (Chazen) have completed our review of the following materials received: • Land Disturbance Permit Application dated August 8, 2019. • SEQRA Short EAF, signed and dated August 8, 2019. • Stormwater Pollution Prevention Plan, prepared by McFarland-Johnson, Inc., dated August 8, 2019. • Project Narrative. • Grading Plan, prepared by McFarland Johnson, Inc., dated July 2019. The following are our observations/comments: Grading Permit Plan: 1. Site restoration notes and construction details shall be provided indicating construction specifications and material requirements for seeding and restoration measures. 2. Construction details specifying the material and installation requirements for all proposed erosion and sediment control measures shall be provided. 3. Proposed silt fence locations shall be shown on the plan. 4. Limit of clearing should be clearly indicated. 5. The limit of temporary disturbance associated with the contractors staging area,construction soil stock pile areas, etc. equipment travel routes, (especially between the stabilized site construction entrance and the areas being cut and filled need to be clearly indicated. 6. The sequence of construction notes indicate that no tree removal is permitted. It appears that some of the proposed soil disturbance activities occur within wooded areas. The applicant shall verify that the proposed grading activities will not require the removal of any trees, as indicated, or the grading plan shall be revised accordingly. McFarlane Johnson indicates that there are no Rare, Threatened or Endangered species on the site. Please provide documentation supporting this determination. 8. The SWPPP indicates that there are no ACOE wetlands located on site, however, the purpose of this application is to fill wetlands that have been determined by the ACOE to be isolated under the previous definition of isolated wetlands. The Approved Jurisdictional Determinization (AJD) of the isolated wetlands that are proposed to be filled by the DAP expires October 23, 2019. The site will need to be cleared and construction will need to be completed prior to the expiration of the AJD otherwise the applicant will need to request an extension from the ACOE. 9. The SWPPP indicates that 4.58 acres are to be disturbed however, the addition of the travel corridors, staging areas, etc. will increase the area. If greater than 5 acres are to be disturbed sequencing plan showing how the disturbance will be limited to less than 5 acres at any one time must be submitted, or a waiver requested. In order to expedite and simplify the review of revised materials we would appreciate if the next submission be accompanied by a response letter that describes the revised materials and how our comments were/were not integrated.
