Dear Mr. Veitch:
Barton & Loguidice, D.P.C. (B&L) has completed a second review of the following reports and
information for the 18 Cherry Street Project located at 18 Cherry Street and Marvin Alley
proposed by Anthony Many.
Application for Site Plan Review;
• Stormwater ter Pollution Prevention Plan (SWPPP) dated July 8, 2019 as prepared by Studio
A, Landscape Architecture, DPC and Cedarwood Engineering Services, PLLC;
• Plan Set (17 Sheets) dated June 17 2018, last revised on July 30, 2019, as prepared by
Studio A, Landscape Architecture, DPC and Cedarwood Engineering Services, PLLC;
• City of Saratoga Springs Office of City engineer comments dated July 22, 2019;
• Response memo from party unknown
This review was conducted on behalf of the City of Saratoga Springs. The above referenced
documents and information were reviewed only with respect to our scope outlined in our task
order/proposal.
General
. Comply with requirements listed in Planning Board notice of decision dated July 25,
2018 and any other City of Saratoga Springs requirements.
2. Confirm proposed 1-1/2-inch water service size that will furnish required fire flow to
uppermost floor that considers all head losses including RPZ backflow preventer.
Tapped main is 6-inch before increasing to new 8-inch main down Marvin Alley but is
not looped. Confirm fire protection systems and water system capacity meets NYS
Insurance Services Office standards.

pavements shown on sheet -105 and C-100 apply. We recommend adding shading.
patterns to the layout plan that shows the design intent and ensures adequate section

4. Is there a sheet C-530 with concrete sidewalk jointing details as referenced on sheet C-
110? Perhaps just the reference should be revised?
S. Provide notes regarding street trees that owner is responsible to monitor health of new
trees and maintain as required with watering, fertilization, re-mulching if necessary and
possible pruning. Notate an inspection of plantings the ll ri Spring following
construction by a qualified professional.
Sanitary Sewer
1. Indicate proposed location of new sanitary sewer lateral for 14 Cherry to new sewer.
There is a note but the line does not appear to be shown. Is this new piping direction
compatible with existing plumbing and building sewer at 14 cherry? Include indication of
a wye connection on plans_and sewer profile at proposed location,
2. Notes were added relating to abandonment of existing sanitary sewer that did not
include filling existing pipe itself across property with flowable fill.
Stormwater
Stormwat r Pollution Prevention Plan (SWPPP)
1. Soils report indicated hydrologic class soil type A while notice of intent (NOI) indicates
soils. Please clarify. We note the replacement of soil under the proposed rain
garden(with A soils) but site seems a mix. Please clarify
2. Provide invert elevations of drainage underdrains form bio-retention practices and roof
drains to ensure design intent is implemented. Slopes are provided but show inverts of
beginning and end of underdrains.
3. Provide note that replacement soils intended for installation below rain garden have a
percolation or permeability test to ensure free draining sand is used with minor
amounts of silt and be approved by design engineer. Indicate modest level of
compaction and perhaps consolidation with temporary introduction of water to ensure
intended percolation.
