SARATOGA COUNTY,NEW YORK Denton Road LLC is applying for a Land Disturbance Permit from the City of Saratoga Springs at 14 Tait Lane, Saratoga County Tax Map N o. 165.0-2-4.12, 165.0-2-6 and 165.0-2.7. The properties total approximately 13.807 acres and are generally bounded by Tait Lane on the north; the lands of James E. & Monica S. Fredell and the lands of the Delaware and Hudson Railroad Corporation to the east, the lands of James J. Grande to the south, and the lands of Saratoga Affordable Housing Group, Inc.,the lands of Mohammed Afzal Ghuman, and the lands of Christopher J.Sass to the west. The topography of the three parcels is relatively flat and slopes inward to four low points from a high at elevation 327 to a low at elevation 320. Following the completion of a wetland survey, the Army Corp of Engineers (ACOE) has walked the site and then made jurisdictional determination (JD)that the low areas constituted isolated non jurisdictional wetlands. On this site, the isolated areas of low points are not connected to larger jurisdictional wetlands and need to be regraded through fill in order to have a level site. The current ACOE JD expires on October 18, 2019 and the owner must complete the regrading work by that date. The objective of the Land Disturbance Application is to fill in the low-lying areas prior to the October 18, 2019 JD expiration. The current ACOE jurisdictional determination (JD) expires on October 18,2019.The objective of the Land Disturbance Application is to fill in the low-lying areas prior to the October 18,2019 JD expiration. Due to the area of the disturbance, a NYSDEC SWPPP will be required.Since no impervious areas are being constructed,the SWPPP is limited to Erosion &Sediment Controls.The project will be subject the NYSDEC GP-0-015-002 permit requirements which will also require that weekly inspections are performed. The sequence of construction for this effort is to first stake-out the limits of the fill areas with proposed grades based on the Grading Plan provided. The areas will be stripped of topsoil and fill soils from on-site will be placed to raise the grades to the desired elevation. The stripped topsoil will be placed back over the fill soils and planted with a grass mix. During the fill efforts inspections will be performed by a qualified inspector and also a wetlands biologist. The proposed work will not change the overall drainage patterns on site, as the proposed fill grades will remain lower than the surrounding areas. Once the site work is complete, a wetlands biologist will walk the site and provide written confirmation that are no wetlands present on the site.
