Comments Good Afternoon,
As a longtime resident of Saratoga, I would like to add my input
to the current proposed plans for the 33-35 Caroline Street
parcel. My family resides on Saratoga’s east side and on

almost a daily basis we walk down Caroline Street to patronize
the various downtown shops and restaurants.
I strongly oppose a 6th floor for the proposed structure. We do
not agree that it is in keeping with the surrounding character of
the neighborhood. Through our walks, we have come to
appreciate the accessibility and feel of the low rises along the
Henry Street/Maple Ave blocks. This additional floor (5 floors is
already pushing it) would set a new height precedent for future
construction that would continue to chip away at this quaint
section of our city.
Another critical aspect of this additional floor would be its
shadowing effect on perimeter structures and pedestrians. As
our city expands and changes, we need to keep in sight the
livability and quality of life of its year-round citizens. Our family
regularly patronizes the restaurants along Henry Street and
sitting outside during sunset hours adds to our dining and living
experiences. One only needs to walk down Railroad Place
between Washington and Division Streets to realize this
shadowing effect.
According to the renowned Danish architect Jan Gehl whose
career has focused on improving the quality of urban life (re-
orienting city design towards pedestrian and cyclist activity) a
city is best viewed at eye-level. Views from a tall building can
be stunning, but residents aren’t able to see people in a way
that allows for connection. Taller buildings separate residents
from the outdoors, the city and other people. Gehl maintains
that “meaningful contact with ground level events is possible
only from the first few floors in a multi-story building and that
anybody living over the fifth floor ought generally to be referring
to the airspace authorities"....wise man!
