The small cells will leverage readily available existing wooden utility poles for mounting a maximum of two radios which will connect via a coaxial connection to a small omni-directional antenna mounted at the top of the pole. To provide the necessary capacity relief and close this service quality gap, AT&T plans to place small cell nodes in areas of high subscriber utilization that are poorly served by the targeted macro antenna sector. AT&T proposes small cells along Maple Ave from Rt. 50 to Northern Pines Road in Wilton, along Union Ave near the Saratoga Racetrack, at Interstate 87 Exit 14 along Union and at Saratoga Lake State Boat Launch. Wireless communication services are no longer limited to providing mobility for voice services only.They have evolved to offer a wider range of advanced services to include wide-area voice, data, internet,video, and broadband wireless data all in a mobile environment. In order to offer these competitive services to local residents and businesses and commuters traveling in and through the targeted coverage area, especially inside buildings, AT&T needs to improve the quality of its coverage by filling in as many of the existing gaps with adequate capacity, quality and signal strengths conducive to in-building and in-vehicle usage, and to provide the same bandwidth requirements in order to meet the increasing demand on the network. Competition and customer demand require that AT&T design and maintain its network so that users experience data service sufficient to reliably stream video. AT&T provides digital cellular communications service using UMTS(also referred as 3G)technology in the 850 MHz and 1900 MHz frequency bands, as well as high speed data services commonly referred to as "long term evolution" ("LTE") operating in the 700,850, 1900, and 2100 MHz frequencies, all as allocated by the Federal Communications Commission, ("FCC"). AT&T is recognizing substantial demand growth in wireless data and in efforts to meet current and future demand is bolstering it's network using small cells to provide high quality services covered under license from the FCC. AT&T has determined that significant coverage/capacity demands on the network exist in the City of Saratoga Springs and neighboring towns including Greenfield, Wilton and the Town of Saratoga, mainly along Maple Ave from Rt. 50 to Northern Pines Road, Union Ave from 1-87 to Nelson Ave and Saratoga Lake State Boat Launch. Users in poor signal quality areas use a disproportionate share of resources from the cellular network. By placing the proposed nodes in a poor signal quality area where there is a high density of user traffic, the macro site serving the area will be offloaded and will provide better service to other areas that it covers. Each small cell node will work with the other small cell nodes in the area to offload network traffic carried by the nearby macro antenna sector and improve mobile data service throughout the effective service area. Small cell locations were determined based on customer traffic, density maps and computer models of the existing RF network. Small cells were proposed specifically in areas where customer demand is high and service from the macro sites in the area is weak.The AT&T small cell network will consist of 14 nodes with pole-mounted antennas and radios. These pole mounted units act as the ground equipment ordinarily seen at traditional cell tower facilities, there will be no additional equipment other than that which is mounted to the existing utility pole. AT&T seeks to provide reliable 4G(LTE)service to the coverage objective. The 4G network radio frequency (RF) predicted signal propagations included herein depict existing and proposed future coverage at varying signal strength thresholds represented in levels from -75 dBm (Dense Urban Indoor)to -115 dBm (Outdoor service only). Reliable levels are those consistent signal strengths required to make and sustain good audio and data speeds. These set levels prevent failed access/originations, as well as frequent dropped calls or lost data sessions and poor or garbled audio conditions. Radio frequency propagation plots have been created and presented in both 700 MHz and 1900 MHz to demonstrate the need for improvement in the areas where the small cells have been designed and placed. Levels for much of the area surrounding the proposed small cells locations ranges from-110 dBm (In-Car Stretch/Outdoor)to non-existent(worse than -115 dBm) which will result in poor in-building signal coverage after losses due to penetrating typical wood, concrete and constructed buildings and poor in-car coverage. Exhibit 4: Proposed 4G LTE (4G) Coverage with Small Cells at 1900 MHz depicts the signal propagation of the proposed small cells along with the neighboring sites in the area. As you can see it fits in well with our existing coverage in providing signal to the areas that are currently lacking. Exhibit 5 and Exhibit 6 are zoomed into nodes within the City of Saratoga Springs to better illustrate the signal coverage between what is existing vs. existing and proposed at the 1900 MHz frequency band. Exhibit 7: Existing 4G LTE Coverage at 700 MHz (Saratoga and surrounding) represents coverage from our existing network utilizing our 700 MHz frequency spectrum. You can see from this illustration that the small cell placement will greatly improve the weak areas illustrated in the plot. Exhibit 8: Proposed 4G LTE Coverage with Small Cells at 700 MHz shows how the proposed small cell nodes work in conjunction with our existing network to create seamless coverage. Exhibits 9 and Exhibit 10 are zoomed into nodes within the City of Saratoga Springs to better illustrate the signal coverage between what is existing vs. existing and proposed at the 700 MHz frequency band. All RF predictions in this study were calculated using Forsk's Atoll software which provides the plots and data to show the proposed location is the best location. The Atoll radio planning tool is employed to predict receive signal levels based on path loss predictions via a standard propagation model (SPM), tuned/calibrated using continuous wave (CW) transmitters, considering the new sites' specific morphology type(urban,suburban, rural)and clutter or RF obstacles types(building height,density,trees, topography (terrain). The studies included herein were done using a Mixed General Aster model which consists of rural and suburban morphologies. AT&T certifies that all equipment will be installed and operated in keeping with applicable FAA and FCC rules and regulations and appropriate industry standards. The construction of this system, including AT&T's installation of transmitter/receiver equipment, will not interfere with the usual and customary transmission or reception of radio,television, etc. service enjoyed by adjacent properties. AT&T certifies that the proposed system will not interfere with Public Safety radio equipment in the vicinity. AT&T is licensed by the FCC to operate their network in the 700, 850, 1900, and 2100 MHz frequency bands. The frequency band related to AT&T's small cell street pole deployment in Saratoga is in both the 700 MHz and 1900 MHz frequency bands. The purpose of this installation is to be able to provide effective, reliable &quality LTE service within the vicinity of the proposed small cell locations. The FCC regulates Maximum Permissible Exposure in units of microwatts per square centimeter (µW/cm'). The number of µW/cm2 calculated at each sample point is called the power density. The exposure limit for power density varies depending upon the frequencies being utilized. Wireless Carriers and Paging Services use different frequency bands each with different exposure limits, therefore it is necessary to report results and limits in terms of percent MPE rather than power density. All results were compared to the FCC (Federal Communications Commission) radio frequency exposure rules, 47 CFR 1.1307(b)(1) — (b)(3), to determine compliance with the Maximum Permissible Exposure (MPE) limits for General Population/Uncontrolled environments as defined below. General Population/Uncontrolled exposure limits apply to situations in which the general public may be exposed or in which persons who are exposed as a consequence of their employment may not be made fully aware of the potential for exposure or cannot exercise control over their exposure. Therefore, members of the general public would always be considered under this category when exposure is not employment related, for example, in the case of a telecommunications tower that exposes persons in a nearby residential area. Public exposure to radio frequencies is regulated and enforced in units of microwatts per square centimeter (gW/cm'). The general population exposure limit for the 700 and 800 MHz Bands is approximately 467 gW/cm2 and 567 gW/cm2 respectively, and the general population exposure limit for the 1900 MHz PCS and 2100 MHz AWS bands is 1000 gW/cm2. Because each carrier will be using different frequency bands, and each frequency band has different exposure limits, it is necessary to report percent of MPE rather than power density. Occupational/Controlled exposure limits apply to situations in which persons are exposed as a consequence of their employment and in which those persons who are exposed have been made fully aware of the potential for exposure, have been properly trained in RF safety and can exercise control over their exposure. Occupational/Controlled exposure limits also apply where exposure is of a transient nature as a result of incidental passage through a location where exposure levels may be above general population/uncontrolled limits (see below), as long as the exposed person has been made fully aware of the potential for exposure, have been trained in RF safety and can exercise control over his or her exposure by leaving the area or by some other appropriate means. At the point where it is appropriate for modeling to change from near -field calculations to far -field calculations the power decreases inversely with the square of the distance. This modeling technique is very accurate with very low antenna centerlines, such as rooftops, where persons can get very close to the antennas and pass through fields in close proximity.
