Built circa 1951, the Community Court Motel is located within a local Historic District. Roadside motel architecture reflects the timeline of both architectural trends and the growth of our cities, showing how life, travel, and consumer habits evolved. The following portion of the ordinance needs to be considered when reviewing this application: Per the UDO, Article 13, Section H. Historic Review Approval Standards: 1. Historic Review a. Preserve Rather Than Remove Distinguishing original features of a structure or site are essential to the historic quality and character of that site. Destruction or alteration of any historic material or distinctive architectural feature should be avoided. b. Repair Rather Than Replace Distinctive architectural features that characterize a structure or site must be repaired rather than replaced whenever possible. If replacement is necessary, the replacement materials should match the original in composition, design, color, texture, and other visual qualities. c. Recognize Significance of Historical Time Periods Structures and sites should be recognized and preserved as products of specific historical period(s). Per the City of Saratoga Springs Historic District Guidelines for Windows and Doors: Windows: • Maintain original trim details and the original configuration, size, shape and proportion of windows. • Original window size and location should be preserved. Do not replace windows with units that alter the original size of the window opening or trim detail. • Restoration of original window configurations and openings that were previously altered or removed is encouraged. • Replacement windows should match the existing in material and design and should be based on historic evidence. If no historic evidence is available, the windows should match the design and materials of the architectural style and period of the historic building. • The use of non-traditional window types (picture windows, sliders, etc.) and contemporary materials and designs is discouraged on historic and contributing properties. Vinyl and metal windows are strongly discouraged, particularly on primary façades 112 Spring Street, Suite 203 Saratoga Springs, NY 12866 (518) 587-5030 www.saratogapreservation.org The documentation provided with the application does not demonstrate that the existing historic windows are beyond repair and need to be replaced. However, if further documentation is provided to show significant deterioration, and the historic material cannot be repaired because of the extent of the deterioration or damage, the preferred treatment is to replace in-kind, matching historic material in type, design, dimension, texture, detailing, and exterior appearance.
