Although no exterior improvements are proposed, the Planning Board's Notice of Decision,July 8, 2019 attached, recommended that the applicant seek Architectural Review by the Design Review Commission for past improvements in order to move forward with the site plan review. Historically, as noted on the Saratoga Springs Preservation Board Building Inventory form, this structure was constructed to include first floor commercial retail and residential above (see attached inventory). In order to assist the committee with their review, the following is a brief timeline of the property improvements made by the current owner: 1989 Current owner acquired property in July 1989. 2000 Removed attached rear outdoor shed due to unsafe conditions and severe deterioration. Added white vinyl siding to east, west and south faces of structure, north side was already sided with vinyl siding upon purchase. Replaced wooden single hung windows with vinyl double hung windows throughout building. 2001 Replaced existing metal Bilco door and wooden stairwell to basement with new concrete steps and new metal Bilco door, no changes were made to the original footprint of the basement access. 2002 Replaced in-kind entry stairways to front doors with precast concrete landscape blocks due to crumbling concrete and unsafe conditions. Existing pipe handrails were replaced with decorative metal handrails. Replaced deteriorated pavement along front foundation wall with precast concrete pavers, no changes to width or public sidewalk. 2003 Upgraded electrical service panel to meet current building codes. 2014 Replaced in-kind asphalt shingled roof on entire structure with new asphalt shingles.
